Background    
     
    The OSCE Programme Office in Dushanbe is looking for a highly qualified, motivated and experienced professional for the position of HR/Payroll Assistant for its Office in Dushanbe.
     
Tasks and Responsibilities    
     
   

Under   direct   supervision   of   National Human Resources Officer, the incumbent is responsible for monthly payroll entries and also assists in the following human resources matters:

  • Assists Senior Payroll Assistant with monthly payroll preparation for International and National staff under the Unified Budget, staff under extra-budgetary projects and short-term staff;
  • Assists with monthly payroll entries such as: BLA deduction, vehicle private usage deductions, overtime entries, salary/BLA advances, updates payment methods, private telephone calls, and entries on other salary related elements in ORACLE;
  • Administers Labour Distribution Procedure on a monthly basis for ExB and short-term staff;
  • Prepares income tax calculation report for local mission members on a quarterly basis;
  • Assists in processing contract extensions in ORACLE;
  • Assists National Human Resources Officer with payroll related reporting such as monthly overtime reports, leavers and starters reports, etc.;
  • Back up Senior Payroll Assistant when he/she is absent;
  • Provides statistical reports on payroll, staffing and other HR reports;
  • Maintains organizational charts for the FAU Sections and the whole Office;
  • Performs other tasks, as required by the supervisor.
     
Necessary Qualifications    
     
   
  • Completed secondary education supplemented by formal studies/training in accountancy, administration and  human resources;
  • Minimum 4 years’ experience in accountancy, administration and human resources preferably in an international organizations;
  • Computer literate with practical experience and knowledge of MS Office with advanced skills in Excel and  graphics;
  • Demonstrated proficiency in data management and statistical analysis with experience in a similar position;
  • Excellent written and oral communication skills in English and Russian and Tajik;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
