Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

 

The Human Resources (HR) Services Section, as part of the Department of Human Resources, is responsible for the implementation of the personnel management policies of the Organization, optimal utilization of human resources, and the development and refinement of Staff Regulations, Rules and Instructions. This includes the administration of the OSCE payroll and of the conditions of service for all categories of staff/mission members.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Human Resources Officer, the HR Clerk will be responsible for supporting the work of the HR Services Administration Section, maintaining personnel files and records and carrying out various clerical duties related to HR administration. More specifically, the HR Clerk will be tasked with:

 

1.      Assisting with staff administration duties including the following:

 

  • Preparing briefing and separation packages for new or separating staff members in the Secretariat;
  • Issuing OSCE identity cards for staff and mission members, including photo prints;
  • Preparing certificates of service and statements of earnings for current and former staff / mission members;
  • Distributing Provident Fund statements and Cigna insurance cards;
  • Assisting with the contract extension/transfer process for seconded staff / mission members;
  • Administering the HRS/Administration team mail account.

 

 2.     Serving as Documents and Records Management focal point in the DHR/HRS/Administration Unit, including:

 

  • Maintaining the filing system: establishing files for new staff members and closing files upon completion of service for archives, as instructed;
  • Maintaining all personnel files of international mission members and all fixed-term Secretariat employees, including the electronic files.

 

3.      Replacing HR Assistants during their absences and assisting them during peak periods of work; performing other related duties as assigned.

Necessary Qualifications    
     
   
  • Completed secondary education; supplementary secretarial and/or human resources training is a distinct asset;
  • A minimum of two years of professional experience working in clerical positions;
  • Accuracy, attention to detail and customer-service orientation, including a high level of discretion and confidentiality;
  • Strong organizational and administrative skills;
  • Computer literate with practical experience using Microsoft applications and human resources databases;
  • Professional fluency in English, including excellent written and oral communication skills; knowledge of other OSCE working languages, particularly German, is highly desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 2,897 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
