Background: Under the supervision of the Chief of FAU, the incumbent assists with recruitment, administration of contracts, Personnel and leave records, entitlements and benefits, and monitoring of International and National Staff payroll for the OSCE PUz. The post is a fixed-term post with limited duration (up to end of maternity leave).
Tasks and Responsibilities:
1) Mission members Entitlements:
Applying to OSCE computerized system and procedures the incumbent: a) Monitors and controls all leave entitlements, daily attendance records and personnel action forms according to OSCE guidelines for International and National Mission members. Provides leave entitlement balances to mission members as requested; b) Process certified and uncertified sick leave and ensures that relevant medical documentation is submitted; c) Preparation of list of expiring contracts, issuance of appropriate forms ensuring that deadlines are met. Incumbent is also responsible for updating personnel database to reflect any administrative changes; d) Preparation of release/withhold payment list to Finance for payroll credit reflecting any changes that may have financial implications on payment of BLA or salaries; e) Recommendation and development of personnel forms and procedures as needed for improvement of personnel standards; f) Drafting of personnel related memos and general correspondence; g) Presenting entitlement information to new arrivals at the induction briefing; h) Providing assistance and advice to mission members regarding claim procedures for Cigna Insurance. Cross checking the payroll prior to Cigna premiums being deducted from mission members salary; i) Bearing responsibility for Provident Fund;
2) Recruitment:
a) Assisting the Chief FAU and other Officers on all matters related to recruitment of staff regardless of type of contract; b) Drafting Vacancy Notices for approval and posing them; c) Pre-screening employment applications and recommending a short list of candidates for approval; d) Being a secretary for the Interview panel and performing reference checks, preparing interview questionnaires, setting-up the interview with the candidates and producing confidential interview reports; e) Performing other duties as assigned.
3 ) Payroll:
a) Reviewing, checking and entering payroll deductions into the HR Oracle module in relation to private telephone calls and private usage of OSCE vehicles; b) Ensuring that labour distribution forms are submitted and daily staff salary elements are entered properly; c) Processing of Salary and BLA advances and advance collection; d) Running Exception Report regularly and ensuring that report are free of errors; e) Preparing the monthly reports necessary for Payroll Closure Check-List Completion; f) Verifying payroll process results following List of Personnel Action Form for accuracy and completeness; g) Processing RETRO and Late Starters assignments, if required; h) Processing clearance of FX differences raised upon separation and salary/ BLA advances; i) Entering SSA contracts into the HR Oracle module; j) Processing hiring of a new staff and separation in HR Oracle module ensuring related entries effecting payroll payments; k) Maintaining payroll files; l) Identifying system related problems and logging service requests; m) Processing Purchase Orders for SSA consultants n) Processing travel related Purchase Orders o) Processing closure of raised Purchase Orders
Minimum Qualifications:
• Completed secondary education supplemented by specific training in the office administration; • A minimum of 4 years of experience in administrative work, preferably in human resources field; Computer literate with practical experience with Windows applications; • Excellent written and oral communication skills in English and two local languages; • Acute sense of confidentiality; • Ability to work with people of different nationality, religion and cultural background whilst remaining impartial and objective.
Remuneration Package
Remuneration is established in accordance with OSCE PCUz salary scale (G5 post). Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions. The post is a fixed-term post with limited duration (up to end of maternity leave).
