General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

 

  • Substantial experience in police reform planning and implementation
  • Demonstrated ability to conceptualise the future process/direction of police reform within security sector reform
  • Advanced qualification in the field of strategic management, security studies, political sciences or a related field
  • Extensive experience in strategic analysis and development, planning, report writing and communication strategy
  • Knowledge of regional political developments, legislative and security sector reform issues
  • Experience in working with international and/or non-governmental organisations
  • Strong analytical, problem solving, drafting and communication skills
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and e-mail

 

Desirable:

 

  • Previous experience in the police reform processes in the Balkan region

 

 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of Law Enforcement Department, the incumbent:

 

  1. Provides background information, political analysis and advice on the implications of the political situation on the implementation or direction of the police reform process, ensuring that OSCE police reform strategies are sustainable and based on sound policy-making principles;
  2. Provides expertise to the strategic component within the Ministry of Interior todevelop their strategic planning and development capacity at policy-making and operational level, and to ensure change management sustainability of the police reform efforts, linking it to other processes in the overall Reform;
  3. Conducts research and analysis and drafts reports on relevant issues;
  4. Provides advice in relation to the strategic levels of all police reform priority areas: fight against organised crime, community policing, internal affairs, public relations and communication,as well aspolice education and development;
  5. Supports the work of other sections in the Department and the Mission by providing strategic advice on methods of programme and project planning, relative to the Mission's overall reform efforts;
  6. Liaises with other high government officials, other OSCE Missions in the region, international organisations and diplomatic representations as well as with representatives of civil society in Serbia and in the region;
  7. Co-ordinates the work of the Strategic Development Unit, controlling the expenditure of the Unit's budget and supervises the Strategic Development Unit staff, identifying, defining and assigning specific tasks related to needs assessment, environmental screening, research and reporting;
  8. Performs other duties as required.
