DIRECT APPLICATION PROJECT

General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Experience in the field of security sector governance and reform and politico-military affairs in relevant national and international agencies
  • Experience with developing, implementing and evaluating Policy, Projects and Activities related to the Security Sector
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Second- level university degree/certified training course in relevant field. Second level university degree in a management discipline an asset

 

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

  • Second-level university degree in security studies, or a related discipline;
  • Expertise in international development, international relations or project management would be an asset;
  • Minimum 6 years of relevant, diversified and progressively responsible professional and managerial experience;
  • Comprehensive understanding of both the security sector situation in Bosnia and Herzegovina, in particular its institutions and bodies, and the overall political situation;
  • Good understanding of policy matters both within European and Euro-Atlantic Security and Defence Structures;
  • Demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security;
  • Experience in Programme and project planning and management;
  • Knowledge of the General Framework Agreement for Peace in BiH and key OSCE commitments in the “Politico-military dimension”;
  • Professional fluency in English, both oral and written;
  • Working knowledge of the local languages is desirable;
  • Experience of memorandum and report writing;
  • The ability to operate Microsoft Office applications, including word processing and email;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.

 

     
Tasks and Responsibilities    
     
   

Please note that this position is a new position, appointment is subject to further approval of the Unified Budget 2019.

 

Under the supervision of the Deputy Head of Mission and Head of Mission, the incumbent will be: 

 

  • Developing, implementing and evaluating Policy, Projects and Activities related to the Mission’s Security Sector work, including security sector governance and reform, counter-terrorism and prevention of violent extremism and radicalization leading to terrorism, arms control; and civilian security aspects such as border management, anti-corruption, disaster risk reduction and crisis response;
  • Directing and supervising the work of the Department of Security Co-operation  to ensure  that programmed activities are carried out in a timely, efficient and effective manner;
  • Providing expert advice to the Head of Mission, Deputy Head of Mission, Mission Senior Staff and other organisations as required in relation to the security sector situation in BiH and related Mission work;
  • Representing the Head of Mission and Deputy Head of Mission as necessary at related forums in BiH and abroad;
  • Maintaining appropriate liaison with relevant International Organisations, domestic Institutions including Security and Defence related bodies, relevant embassies and other groups as required;
  • Providing guidance to all staff of the unit to facilitate achievement of established goals; facilitating or initiating formulation and dissemination of guidelines and other tools to set standards for Security Sector activities;
  • Ensuring Department’s compliance with organisational policies and principles;
  • Providing appropriate input for unit’s budget and personnel planning;
  • Performing other duties as required.
