General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters in a civilian or military environment
  • Ability to identify and analyse emerging security problems and propose solutions
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced education/certified training course in a relevant field desirable

 

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Experience in progressive managerial roles
  • Thorough understanding of security policies and practices
  • Previous experiencewith state and border police
  • Proven external liaison experience
  • Professional fluencyof the English language as well as the ability to communicate clearly and concisely
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Demonstrated ability to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Experience in managing demilitarization project activities
  • Previous international work experience and/or experience in field missions
  • Knowledge of the historical and current political situation in the Mission area

 

 
 
 
 
Tasks and Responsibilities

Under the general direction and supervision of the Head of Presence, the Head of the Security Co-operation Department is responsible for developing and implementing the Presence's Security, state police and border Management programme as well as performsthe following tasks:

  1. Overall responsibility for and management of the Security Co-operation Department, for the respective policy and strategy development, planning and reporting as well as provision of funds;
  2. Advises the Head of Presence in the effective advocacy of the Department's goals and accomplishments and liaises with other key personnel in the Presence, the OSCE Secretariat and otherOSCE institutions;
  3. Maintains the Presence's Security Plan including continuous assessment and revision as required, and acts as a member of the Presence security management team;
  4. Develops and maintains active contacts between the department and national and international partners involved in security matters;
  5. Serves as the liaison officer with the Ministry of Defence and Ministry of Interior;
  6. Undertakes project development and fund-raising for all Department activities;
  7. Supervises five staff;
  8. Performs other duties as assigned by the Head of Presence.
