General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Second-level education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
Knowledge of courtroom proceedings and criminal law and procedure
Knowledge of international legal procedure standards and instruments
Demonstrable organizational, analytical, communication and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Advanced education/certified training course in a relevant field desirable
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Relevant and progressively responsible legal reform experience;
Proven management and supervisory experience, including project development and management;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgement;
Flexibility and ability to under pressure of time and workload;
Professional fluency in the English language, including the ability to communicate clearly and concisely and ability to edit English legal texts.
Good knowledge of the regional political situation and the legal system of the mission area;
Previous international work experience and or experience in field missions, preferably in south-eastern Europe;
Previous regional experience as judge or prosecutor would be an advantage;
Working knowledge of the local language.
Tasks and Responsibilities
Under the direction of the Head of Presence and Deputy Head of Presence, and in accordance with the mandate of the OSCE Presence in Albania, the Head of the Rule of Law and Human Rights Department leads a high-impact programme of support and capacity-building in partnership with top level national stakeholders, and more generally:
Leading the Department, taking responsibility for all aspects of staffing and administration;
Developing, co-ordinating and monitoring the implementation of OSCE projects in the area of rule of law and human rights;
Developing and maintaining appropriate professional relationships with top-level partners in the Albanian justice system to facilitate successful diplomacy and programme implementation, and likewise maintaining partnerships with relevant international colleagues;
Providing advice and analysis on rule of law and human rights issues, based on the analysis of relevant laws and practices and based on familiarity with the issues and key players in the sector, ensuring compliance with relevant international standards;
Providing legal advice to the Head of Presence and other senior staff on matters relating to OSCE rules and regulations as well as international law;
