Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required

Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:

Several years of progressively responsible professional experience in an operational environment

Significant prior experience in relevant fields, in particular, on political and security issues, with a good knowledge of OSCE norms and principles

Ability to establish contact and constructive relations with local population and officials

Thorough understanding of field operation in the context of the mandate¿s regional dynamics
-
Cultural sensitivity and political judgement
-
Flexibility and ability to work under pressure and within limited time frames
-
Good management, organizational and negotiation skills, with the ability to communicate clearly and concisely

Ability to operate computer windows applications, including word processing and e-mail
-
Professional fluency in the English language
-
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Desirable:

Experience of working in Easter Europe and/or knowledge of the region

Experience with the UN common system and/or other international organizations

Knowledge of the Ukrainian and/or Russian language

Experience in off-road driving

Completed national/international pre-deployment training

Tasks and Responsibilities |
Under the direction of the Chief Monitor, the Head of Operations:
-
Co-ordinates and directs all aspects relating to staff and operational planning, required for the Mission in line with its mandate and the strategic direction provided by the Chief Monitor;
-
Manages the gathering and interpretation of information from a variety of sources, including internet-based open source media, field mission reports and information from participating States;
-
Liaises and co-ordinates with other international actors in the field, including the EU and UN on operational matters;
-
Tracks the overall security situation in the Mission area in close co-ordination with the Security Officer;
-
Ensures that crisis and emergency procedures in the Monitoring Teams are established and adhered to when necessary;
-
Prepares presentations, briefings and reports using visual tools;
-
Researches and drafts special and regular reports related to operational issues as required;
-
Performs other duties as required;
A secondment for an initial period of up to six calendar months is foreseen, subject to extension.
