General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in relevant field. Second-level university degree in a management discipline an asset

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in management positions in any of the following environments: diplomatic, civil service, non-governmental organizations, international organizations or missions;
  • Strong analytical and problem solving skills;
  • Experience in project design, implementation, evaluation and management;
  • Knowledge of the Logical Framework approach for project management;
  • Professional fluency in English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated cultural sensitivity and judgment to local conditions and communities;
  • Flexibility and ability to work under pressure and within short deadlines;
  • Ability to operate windows applications, including word processing and e- mail.

Desirable:

  • Experience in strategic decision-making;
  • Good knowledge of the Oracle system as well as other tools for project management (such as MS Project, etc.);
  • Working knowledge of the local language or most common lingua franca spoken in the mission area.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision and guidance of the Deputy Head of Mission, the incumbent ensures effective co-ordination of the Mission¿s activities in line with the strategic and programme priorities and the guidance of the Head of Mission. Specifically, the incumbent performs the following:

1. Overseeing the development of Unified Budget (UB) documents, providing advice on performance-based programme budgeting, engaging in their review and clearance, and ensuring their timely submission to participating States. Promoting and co-ordinating independent evaluation of the Mission¿s programmes and activities to improve future programming;

2. Overseeing the preparation of the Mission¿s UB and Extra-Budgetary (ExB) projects, ensuring their timely review and clearance in accordance with the relevant Standard Operating Procedures (SOPs) on project development and review, and providing feedback to project managers;

3. Co-ordinating, guiding and ensuring the delivery of a regular project-cycle management training by the Office of Central Co-ordination;

4. Overseeing the monitoring of the implementation of the Mission projects (Mission Implementation Plan) and providing biannual and annual reports on their implementation to the Head of Mission and senior management;

5. Advising both Head of Mission and the senior management team on strategic planning and co-ordination of substantive and managerial objectives and ensuring that advice and information is co-ordinated with all relevant components of the Mission prior to submission to the Head of Mission;

6. Overseeing the preparation of thematic reports, researching studies and assessments through advice on methodological issues, and reviewing them before their final approval by the Head of Mission as stipulated in the relevant SOP;

7. Supporting and facilitating different co-ordination processes within the Mission, and serving as the focal point for co-ordination with departments and regional centres. Co-ordinating with other international actors and participating in relevant donor co-ordination mechanisms;

8. Managing staff and promoting their professional development, monitoring and evaluating their performance. Fostering teamwork and communication among officials in the Head of Mission¿s Office as well as with international organizations and other missions in the region. The total number of international professional posts supervised directly and through subordinate supervisors is 4 and the total number of posts in other categories supervised is 3;

9. Performing other duties as assigned.
