Background

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations.

 

     
Tasks and Responsibilities    
     
   

As part of the senior management team, and under the supervision of the Director of Internal Oversight, the Head, Internal Audit/Deputy Director is responsible for managing the OSCE's internal audit function, including its internal audit staff, risk assessment and planning processes, and its delivery of insightful and value-adding reports.

 

Specifically, the successful candidate will be responsible for:

 

  1. Developing an annual strategic risk-based internal audit plan;
  2. Organizing and monitoring the implementation of the internal audit work plan, including liaising with clients, scheduling, and staffing;
  3. Managing an internal audit portfolio that focuses on key risks and opportunities to strengthen the Organization's value-for-money, using modern internal audit practices in accordance with professional standards;
  4. Implementing OIO's internal audit quality assurance and continuous improvement programme and developing internal audit staff skills;
  5. Co-ordinating the development of timely, risk-based, value-adding and action-oriented reports on internal audits;
  6. Overseeing follow-up activities on the status of implementation of agreed actions from audit recommendations;
  7. Managing a team of seven internal audit staff members;
  8. Contributing to efforts designed to familiarize OSCE officials with effective practices in governance, risk management, and internal control;
  9. Participating in complex or sensitive investigations into allegations of fraud, waste, mismanagement and other misconduct, when needed;
  10. Representing the OSCE internal audit function in meetings with the OSCE Audit Committee and in other organizational fora;
  11. Performing other related duties, including deputizing for the Director when needed.

Necessary Qualifications    
     
   
  • Second-level university degree in auditing, management, accounting, economics, or related field, and certification from an internationally recognized auditing or accounting body (e.g. CIA, CISA, CPA, CA, CFE); a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Ten to twelve years of progressively responsible experience in internal auditing at an international or national level; at least five years of experience in a senior audit position that involves supervising staff or other relevant field of management; 
  • Proven experience in guiding multiple audit teams at one time, performing quality assurance of written internal audit reports, and developing risk-based audit plans and procedures that seek to assess and enhance organizational governance, risk management, internal control, performance, efficiency and effectiveness;
  • Advanced logical reasoning, critical thinking and analytical skills;
  • Ability and willingness to work as a member of team, with people of different cultural and religious backgrounds, of different genders, and with diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with advanced skills in Microsoft applications and audit software;
  • Excellent written and oral communication skills in English; knowledge of another OSCE working language is desirable;
  • Ability and willingness to travel to OSCE field operations.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 8,836, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
