Background

		The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, throughout the country and in co-operation with the concerned OSCE executive structures and relevant actors of the international community, to reducing tensions and fostering peace, stability and security; and to monitoring and supporting the implementation of all OSCE principles and commitments. The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million. The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, in particular female candidates, to apply for this position. If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities

		The Administration and Finance Department comprises the following Units: Medical Services, Human Resources, Finance and Budget, Procurement and Contracts Management, Infrastructure (including General Support Services and Dnipro Forward Logistics Base) and ICT Management. Under the guidance of the Chief Monitor and supervision of the Director of Administration and Finance, as Head, Finance and Budget, you will provide general guidance in the management and co-ordination of all finance and budget related matters within the Mission, in co-operation with relevant stakeholders and the senior financial management team at the OSCE Secretariat. You will have to travel within Ukraine occasionally to visit different SMM locations to enhance and support the development of mission-wide Finance practices. More specifically, your responsibilities will include the following: Identifying the financial management requirements of the Mission and maintaining efficient financial functions (especially budget planning and control, accounting, reporting and treasury) which are compliant with the financial rules and regulations of the Organization; Ensuring that effective financial management concepts and internal control procedures are in place, reviewing existing procedures related to financial management and developing and proposing to the Mission management procedures adapted to the specific needs of the Mission; Providing accurate and reliable advice to the Chief Monitor and support to the Director of Administration and Finance in all aspects of financial management; Guiding senior management through all phases of the budget cycle to achieve efficient programme implementation, such as establishment of their financial requirements; reviewing of budget estimates and proposals; advising on and monitoring the budgetary implementation; periodic controlling and reporting on budget implementation and proposing related actions to the management; Actively supporting efficient Mission management, including preparing efficiency measures and projects; Providing leadership and management to the Finance and Budget team, ensuring cohesive teamwork and effective communication, and contributing to the provision of reliable and client focused services; Ensuring close co-operation with other areas of the department, in particular with the Procurement and Contracts Management Unit, for aligned service delivery to internal clients and efficient management of financial resources; Co-ordinating Financial Information Technology (IT) evolution and training with respective work units in the Mission; Performing other related duties as required. Necessary Qualifications

		Citizenship of an OSCE participating State, excluding citizenship of Ukraine; Second-level university degree in accounting and finance, public or business administration, management, economics, or a related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree; A minimum of ten years of progressively responsible professional experience in the area of finance and/or budget and a minimum of four years' experience as a senior manager in the area of finance, budgeting or efficiency management; Experience in an international organization, preferably partly in a mission environment; Thorough understanding of financial management principles, processes and instruments as well as organizational and general management concepts; Experience as a senior manager in organization-wide financial planning and analysis; Ability to effectively communicate complex financial information and concepts to managers with non-financial expertise; Leadership to foster motivation, interest, involvement and team work on the part of staff; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Effective interpersonal skills, able to influence effectively and build partnerships and consensus, in teams and with stakeholders; Professional fluency in the English language, including excellent oral and written communication skills; Ability to work effectively and inclusively in high stress environments; Possession of a valid international driving license; Readiness to travel regularly within Ukraine; Computer literate with practical experience with Microsoft applications, including experience with financial systems/finance modules (ERP systems and Excel).

Remuneration Package

		Monthly remuneration subject to social security deductions is about USD 7,486 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
