Background    
     
   

The Office of the Secretary General (OSG) provides general services to the Secretary General (SG), the Chairperson-in-Office, and the participating States. It groups horizontal services such as Executive Management, Communication and Media Relations, Legal Services, External Co-operation, Security Management, Gender Affairs, Conference and Language Services, Central Records Management, and oversees the OSCE Prague Office. The OSG ensures effective co-ordination of policy advice provided to the Secretary General and the Chairmanship, and management decisions taken by the Secretary General. The OSG is led by a Director who also functions as the Head of Executive Management.

The External Co-operation Section is the Secretariat’s initial contact point for liaison with international, regional, and sub-regional organizations and institutions. It is also responsible for the strengthening and operationalizing of the OSCE’s interaction with the 11 states representing the Asian and Mediterranean Partners for Co-operation.

Tasks and Responsibilities    
     
   

Under the supervision of the Director of the Office of the Secretary General, the incumbent will perform the following functions:

  1. Planning and directing the work of the Section;
  2. Providing advice to the Secretary General, the Chairmanship and the OSCE Troika on issues pertaining to interaction with other international, regional and sub-regional organizations and institutions, and with the states representing the Asian and Mediterranean Partners for Co-operation;
  3. Supervising the preparation of the Secretary General’s speaking points, statements and speeches, as well as analytical papers and working documents related to the OSCE’s interaction with other organizations and Partner States;
  4. Supporting the advancement of efforts aimed at strengthening the role of the OSCE as Regional Organization under Chapter VIII of the Charter of the United Nations;
  5. Liaising and actively building contacts with other international, regional and sub-regional organizations and institutions;
  6. Maintaining and enhancing contacts with the states representing the Mediterranean and Asian Partners for Co-operation;
  7. Supervising the organization of OSCE events with the Partners for Co-operation and other organizations and institutions;
  8. Supervising co-ordination on external co-operation issues within the Secretariat and with the Institutions to ensure coherence of the OSCE’s external relations; as well as interacting with the delegations of the 57 OSCE participating States;
  9. Representing the OSCE at international meetings and conferences;
  10. Developing and overseeing the External Co-operation Section’s annual budget and supervising the development of funding opportunities;
  11. Managing, leading and co-ordinating multinational professional and general support staff, ensuring effective team-work;
  12. Performing other relevant duties as assigned.

Necessary Qualifications    
     
   
  • Second-level university degree in political science, international relations, business administration, law or other related field; first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of ten to twelve years of progressively responsible experience including policy advice, senior managerial and co-ordination responsibilities in government or international administration;
  • Thorough knowledge of international affairs and of other international, regional and sub-regional organizations and institutions; a strong network of contacts is an asset;
  • Strong analytical and writing skills; resourcefulness, initiative and sound judgment;
  • Excellent communication, presentation and diplomatic skills;
  • Proven managerial and team-leading skills;
  • Professional fluency in English, with excellent communication and drafting skills; knowledge of other OSCE working languages is an asset;
  • Excellent skills in the use of computer applications, including word processing software;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 9,165 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are made at step 1 of the applicable OSCE salary scale.
