General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

  • Project management experience, including development, implementation and monitoring, preferably of economic and environmental governance project activities;
  • Demonstrated management and supervisory experience;
  • Ability to establish contact and develop confident relations with (local) government officials and institutions as well as the ability to work with civil society;
  • Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyse relevant information;
  • Professional fluency in English;
  • Cultural sensitivity and judgment;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious background, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Knowledge of OSCE principles and commitments;
  • Ability to operate Windows applications, including word processing and e-mail;
  • Experience in the field of governance (e.g. anti-corruption, natural resources, housing and land) and public procurement issues;
  • Familiarity with concepts such as the Green Economy and Integrated Water Resource Management;
  • Previous international work experience, preferably within field operations in the Commonwealth of Independent States (CIS) especially in Central Asia region;
  • Professional fluency in Russian is a strong asset.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the HoM and DHoM the incumbent will be performing the following functions:

  1. Leading the Economic and Environmental Activities programme of the POiB and is responsible for all its aspects and activities;
  2. Providing support and advice to the HoM and DHoM on economic governance, good governance, environmental and regional development issues;
  3. Taking the lead in defining the strategy and necessary resources for the Economic and Environmental Activities programme through the Programme Budgeting process;
  4. Overseeing and directing the development, co-ordination and implementation of economic governance, good governance, environmental and regional development governance projects, at the same time ensuring the implementation of the programmatic activities in full compliance with the OSCEs Common Regulatory Management System (CRMS);
  5. Ensuring that all relevant projects are adequately monitored, controlled and reported on;
  6. Assisting in arranging OSCE events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  7. Supervising the work of all staff in the economic and environmental programme;
  8. Identifying local and international stakeholders relevant for the fulfilment of the programme and maintains regular communication with them;
  9. Representing the OSCE and the Programme Office in Bishkek on advocating for the fulfilment of economic and environmental governance commitments to external audiences;
  10. Performing other duties as required.
