General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Second-level university degree in economics, regional planning and development, environmental studies or related fields
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

  • Second-level university degree in economics, regional planning and development, environmental studies or related fields

    Experience:

    • Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position
 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven management and supervisory experience, including strong leadership skills;
  • Strong background in project development and project management, including experience in identifying potential programmes and projects, and their subsequent implementation as well as monitoring and evaluation;
  • Work experience in economic development, good governance, environment and/or water and energy sectors;
  • Experience in analytical reporting;
  • Proven ability to establish contact and develop relations with government officials and civil society counterparts;
  • Strong analytical and drafting skills, including the ability to produce concise and informative reports, background documents, talking points, presentations.
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Working knowledge of the Russian or Tajik languages;
  • Working experience in the CIS (Commonwealth of Independent States) region;
  • Experience in negotiation/mediation.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the OSCE Programme Office in Dushanbe, the incumbent will be responsible for the management of the Economic and Environmental Affairs Department.

Specifically, the Head, Economic and Environmental Department (H/EED), will perform the following duties:

  1. Co-ordinating the Office's economic and environmental activities in accordance with the Programme Office's mandate;
  2. Supervising budget preparation, implementation and evaluation for the department in accordance with OSCE Programme Budgeting standards;
  3. Managing the Programme Office's Economic and Environmental Programme related activities, including their development, implementation, monitoring and evaluation as required by and in compliance with the OSCE's Common Regulatory Management System (CRMS);
  4. Supervising and co-ordinating the development, implementation, monitoring and evaluation of EED projects;
  5. Following and analysing economic and environmental issues, and co-ordinating the drafting (and/or drafts as required) concise and informative reports, background documents, talking points, presentations, situational updates, and other as required;
  6. Identifying local and international stakeholders relevant for the development and implementation of the Programme Office¿s mandate in the second dimension and maintaining regular communication with them, including but not limited to governmental and non-governmental partners; private sector stakeholders; academia; international governmental and non-governmental organizations;
  7. Establishing and maintaining close co-ordination with the Office of the Co-ordinator of Economic and Environmental Affairs in the OSCE Secretariat;
  8. Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  9. Directly supervising four seconded staff members, one national professional and one administrative assistant in the performance of their duties and serves as a second level supervisor for the remaining staff of the Department (eight national staff members);
  10. Performing other duties as required.
