General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Management and supervisory experience;
  • Strong background in project development and project management, experience in identifying potential relevant programmes and projects, and their subsequent implementation and monitoring;
  • Work experience in the field of Good Governance;
  • Experience in analytical reporting;
  • Ability to establish contact and develop confident relations with government officials and institutions, as well as civil society and international and bilateral organizations;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications, including word processing and e-mail.

Desirable:

  • Working knowledge of the Russian and/or Tajik languages is strongly desirable;
  • Experience in negotiation/mediation;
  • Prior work experience in field missions, preferably in Central Asia, South Caucasus or other CIS Countries.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Office, the incumbent will be responsible for the management of the Office of Economic and Environmental Affairs in Tajikistan. Specifically, the Head of Economic and Environmental Department (EED):

  1. Co-ordinates the Office's economic and environmental activities in accordance with the Office's mandate;
  2. Supervises the budget preparation implementation for the department;
  3. Will in addition to the overall management of the department be in charge of the daily operations for one of the operational units in the department (Good Governance);
  4. Drafts project proposals when appropriate and co-ordinates the department¿s monitoring of the project implementation;
  5. Establishes and maintains close contacts on economic issues with relevant agencies of the host government, universities, research institutions and NGOs as well as international organizations; participates in donor co-ordination meetings including the meetings of the Development Coordination Council (DCC) in EED related fields;
  6. Maintains contact and exchanges information with the Office of the Co-ordinator of Economic and Environmental Affairs in the Secretariat;
  7. Assesses and reports on economic and environmental issues relating to the Mission's mandate to foster discussion within the OSCE on economic and environmental problems in Tajikistan, their causes and potential consequences;
  8. Keeps abreast of and analyses economic and environmental developments in Tajikistan, will prepare an annual analytic paper with an assessment of the economic and environmental situation in Tajikistan;
  9. Assists in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  10. Directly supervises four seconded staff members and one national assistant in the performance of their duties and serves as a second level supervisor for the remaining staff of the Department (eight national staff members);
  11. Performs other duties as required.
