General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced technical qualifications and broad knowledge of geographical information system and its related matters;
  • Experience working in Enterprise GIS environment, including managing data access for variety of groups, assigning roles within the portal and configuration of tools and data capture solutions to a wide variety of end users;
  • Knowledge of base mapping, geographic information system (GIS) design and implementation, geographic database design and development, web technologies and project management tools;
  • Knowledge of different data collection methodologies, including configuration of a variety of advanced forms in an Enterprise environment, and providing analysis and end-user products of the outputs; 
  • Knowledge of geospatial workflows for imagery analysis including use of FMV and Drone2Map;
  • Demonstrated excellent organizational and analytical skills;
  • Excellent communication, presentation and team-building skills;
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity;
  • Excellent oral and written communication skills in English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and political judgement;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate GIS software e.g. ArcGIS, Windows applications, including word-processing and email, and excellent PowerPoint presentation skills.

Desirable:

  • Experience in using ArcGIS/ESRI APIs for advanced configuration in an Enterprise Environment, including the APIs for Javascript, Python and REST services would be highly beneficial; 
  • ESRI compatible script production and querying through ArcPy (Python) Arcade and/or SQL functions is highly desirable;
  • Strong familiarity ArcGIS Enterprise Administration, the ability to troubleshoot infrastructure and software configurations would be very beneficial to have;
  • Implementing Versioned workflow / multi user editing is highly desirable;
  • Archiving data is highly desirable;
  • Familiarity working with PostgreSQL geodatabase, including administration would be a strong benefit. Familiarity with implementing versioned workflow and multi user editing would be highly beneficial;
  • The ability to provide formal and informal training on GIS processes to other units and teams who might be largely unfamiliar with a GIS environment;
  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Experience with the UN common system and/or other international organizations;
  • Knowledge of the Ukrainian and/or Russian language(s).
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the guidance and supervision of the Chief of the Information Management Centre, as Geographical Information System Officer, your work may be conducted in office and field locations in Kyiv and in eastern Ukraine. Specifically, you will be tasked with the following:

  1. Taking responsibility for the timely preparation, maintenance and provision of geographical information system and maps in support of the Mission's operations;
  2. Co-ordinating the collection, processing, evaluation and dissemination of geographical datasets;
  3. Conducting geographic/terrain analysis studies and prediction of the effects of terrain, weather and situation on the Mission's operations;
  4. Implementing quality assurance/quality control (QA/QC) procedures on all products generated and disseminated by the Unit, including geographical datasets and maps;
  5. Supporting strategic planning, implementation and management of relevant information technology (IT) related matters within the Unit, in full consultation with the Information and Communication Technology Section (ICT);
  6. Maintaining and editing the Mission's geo-database system as well as other geographical information systems (GIS) and associated services, ensuring appropriate data security and access controls;
  7. Contributing to the production of IMC reports as requested by the supervisor and in line with the Mission's overall strategic direction;
  8. Archiving mission geographical datasets and maintaining the GIS geo-databases;
  9. Providing input and conducting geographical information training and education programmes for Mission staff;
  10. Performing other related duties as required.
