Background    
     
   

The OSCE High Commissioner on National Minorities (HCNM) was established in 1992 with the unique mandate of conflict prevention at the earliest possible stage through co-operation, dialogue and confidentiality. The HCNM provides early warning and, if needed, early action throughout the OSCE area in relation to ethnic tensions that have potential to develop into a crisis or conflict. In addition to engaging in quiet diplomacy and offering confidential advice to governments, successive High Commissioners have issued nine sets of HCNM Recommendations and Guidelines on specific themes. The recommendations and guidelines aim to help participating States define a comprehensive approach to developing policies that promote integration in their diverse societies.

Over time, the HCNM has devoted increased attention to mainstreaming a gender perspective in its recommendations and guidelines, as well as in successive High Commissioners’ interactions with participating States. While field evidence and existing literature suggest that minority women may face multiple forms of discrimination, significantly hampering the exercise of their rights and their access to opportunities, this is a largely under-researched field. Any further effort to mainstream a gender perspective in the HCNM’s work would therefore benefit from an evidence-based study on the intersectionality between gender and national minorities.  

     
Tasks and Responsibilities    
     
   

HCNM is looking to engage a consultant to conduct a desk review of existing topical literature and develop comprehensive terms of reference for an ensuing study. Under the supervision of HCNM's Gender Focal Points, the consultant is responsible for the first phase of the research endeavour. She or he performs the following duties:

  1. Familiarizing her/himself with the HCNM mandate and activities;
  2. Conducting a preliminary desk review of topical literature;
  3. Developing comprehensive terms of reference for a study on the intersectionality between gender and national minorities that details a number of focus areas relevant to the HCNM’s work.

Necessary Qualifications    
     
   
  • Second-level university degree in gender studies, political science, human rights and/or related field. A first-level university degree in combination with additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Extensive experience in working on minority issues or inter-ethnic relations in the OSCE region. Familiarity with the HCNM mandate and work is an asset;
  • Expert knowledge of gender issues;
  • Experience conducting research, including field research;
  • Professional fluency in English is required, including excellent drafting skills;
  • Knowledge of Russian would be an asset;
  • Strong communication skills, resourcefulness, team spirit, and initiative;
  • Ability to work both independently and as part of a team;
  • Computer literacy;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relations with people of diverse cultural and religious backgrounds gender, and political views, while remaining impartial and objective.
     
Remuneration Package    
    Remuneration is commensurate with consultant’s experience and qualifications, in accordance with OSCE established rates and an agreed work plan.
