Background    
     
    The OSCE Programme Office in Bishkek (POiB) attaches profound importance to gender mainstreaming across all its projects and activities in the Kyrgyz Republic. While gender mainstreaming is one of the key tools for reaching gender equality, it takes constant capacity building, information dissemination, targeted steps, and strong commitment to achieve it. The OSCE Academy in Bishkek (the Academy), one of the POiB’s flagship biggest projects requires a gender consultant in order to elaborate the Academy’s Gender Mainstreaming Strategy and provide capacity building for the gender focal point.  
     
Tasks and Responsibilities    
     
   

The Gender Consultant will be tasked to start the assignment in May and ending by July 2020, assessing the gender mainstreaming situation at the Academy, and perform, inter alia, the following tasks:

  • Elaborate and conduct separate Gender Sensitivity baseline surveys for faculty and for students;
  • Conduct Needs Assessment survey related to gender for faculty and for students;
  • Critically review and elaborate a Gender Mainstreaming Strategy for 2020-2025 that includes gender analysis tools and implementation plan;
  • Train Academy’s gender focal point in implementation of the Strategy;
  • Draft a harassment policy including gender discrimination as a major act of harassment.

Deliverables:

  • Work from May 2020 through July 2020;
  • The final OSCE Academy Gender Mainstreaming Strategy for 2020-2025;
  • The draft of implementation plan for Strategy;
  • The final report of needs assessment surveys related to gender for faculty and for students;
  • The brief narrative report on training of the gender focal point in implementation of the Strategy;
  • A draft of Harassment Policy.
     
Necessary Qualifications    
     
   
  • University degree in humanities, social/political sciences, international relations or related field;
  • At least nine years of relevant professional experience in gender mainstreaming and related projects in Kyrgyzstan;
  • Good knowledge of gender-related issues in Central Asia and Afghanistan;
  • Professional knowledge of English and Russian languages.

Remuneration Package    
     
   

A lump sum of EUR 2600 upon delivery of the final service.
