General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
First-level university degree in Gender studies, Social sciences, Public policy or Human Rights related field or in lieu of, graduate from Police or Military academy
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Minimum of six years of relevant professional experience in the promotion of gender equality, gender mainstreaming and UNSCR1325 (Women, Peace and Security) implementation, including from a monitoring, reporting and evaluation perspective;
Proven ability to implement gender programmes in complex settings;
Professional ability to plan, co-ordinate and implement multi-disciplined activities;
Well-developed negotiation, communication, organizational, interpersonal and leadership skills;
Ability to analyse, draft and edit reports with associated presentation skills;
Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multi-disciplined activities and as appropriate provide advice and guidance to others;
Professional fluency in the English language, both oral and written;
Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious background while maintaining impartiality and objectivity;
Previous experience in supervision and leading staff in an international multicultural organization;
Flexibility and ability to work within limited time frames and with minimum supervision.
Working knowledge of Ukrainian and/or Russian language(s);
Possession of a current valid "C" class (or similar) automobile driving license.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
Tasks and Responsibilities
The selected candidate will be deployed to Donetsk or Luhansk Monitoring Team.
SMM adopted a Gender Equality Action Plan (GEAP), which aims at strengthening the Missions contribution to OSCE commitments in the sphere of gender equality by ensuring systematic gender mainstreaming in all SMM activities. The incumbent will be responsible for supporting the co-ordination of GEAP implementation at the Team level, as well as providing advice to the team leadership on operationalising and developing initiatives regarding gender mainstreaming and UNSCR 1325 implementation in order to achieve the mandate.
Under the direct supervision of the Team Leader and overall guidance of the Senior Gender Adviser/Head of Gender Unit, and in co-ordination with the Monitoring Team Operations and Reporting and Human Dimension Co-ordinators, as Gender Co-ordinator, you will perform the following duties:
Proposing strategies, background information, and talking points to Team Leadership on gender issues and subjects that directly affect the mandate and the SMM as requested;
Ensuring that the concerns and experiences of men, women, boys and girls are systematically addressed in the monitoring and reporting work of the Team, including a focus of how gender intersects, for instance, with race, economic situation, groups facing particular risks;
Preparing Monitoring Team-level Gender Weekly Report and contributing to the SMM gender bi-monthly report;
Co-ordinating support for the development and delivery of trainings to build capacity at both Team and Hub levels on gender mainstreaming; advising and drafting reports on gender mainstreaming and gender thematic areas to the Team or Hub Leadership as requested and input to relevant fora such as team co-ordination meetings;
Proposing strategies to improve field monitoring on Sexual and Gender Based Violence, the Trafficking in Human Beings and other relevant areas and supporting the Gender Unit in the use and development of guidance notes to improve field monitoring and reporting on these thematic issues;
Identifying areas of co-operation and liaising with local and international partners, e.g. civil society and women's groups, such as with regard to involvement of women's groups in the sphere of dialogue facilitation initiatives;
Conducting mapping of the relevant stakeholders in the area of responsibility, identifying and analysing main gender, peace and security issues and possible areas of intervention in line with the SMM's mandate;
Directing and co-ordinating Patrol Hub-level gender focal points within the team and providing guidance if necessary;
Working in co-operation with the Gender Unit, Team Management and Human Resources on recruitment processes, with a specific focus on improving the gender-balance at all levels in the Team;
Planning and conducting patrols as required;
Identifying outreach activities and subsequent media publications promoting gender mainstreaming in accordance with OSCE guidelines;
Performing other duties as required.
