Background    
     
    OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Finance/Treasury Assistant in the Fund Administration Unit. The OSCE is committed to achieving a better balance of women and men within the Organization, and seeks for candidates who meet the core values and competences of the organization.
     
Tasks and Responsibilities    
     
   

Under the supervision of the National Finance Officer, the incumbent carries out the following duties:

 

  1. Responsible for execution of all online electronic payments against approved payment vouchers and credit memos, which include payroll, BLA, DSA, replenishments, invoices from suppliers, Cigna, and Generali insurance;
  2. Responsible for daily and monthly bank reconciliation, for monthly bank/cash impress report and closure period;
  3. Administrative review of OTA’s and responsible for calculating the travel entitlements based on the travel plans/itinerary and supporting documents Follow-up on queries for outstanding payments and receivables, and giving the answers for payroll related issues;
  4. The position is also assigned to administer Extra budgetary (ExB) and Unified budget (UB) projects, and annual Unified budget;
  5. The incumbent is responsible for reviewing incoming ExB and UB project’s budget proposals, monitoring budget implementation, providing advice on budgetary adjustments and financial reporting for internal and external use;
  6. Responsible for project handling – uploading of projects (UB/ExB) and monitoring of project budget expenditure and project closure. Responsible for maintaining of the Master List of Projects UB/XB, back up as Resource person for the Performance; Based Programme Budgeting (PBPB) process as well as for the Project Management Cycle as certified Project Management Resource.
     
Necessary Qualifications    
     
   
  • Citizen or permanent resident of Montenegro;
  • Completed secondary education supplemented by formal specialized training in the area of finance and accounting;
  • At least 4 years of relevant working experience in book keeping and accountancy or treasury/cashier functions  in commercial or public services , preferably part of which should have been in an international environment;
  • Computer literate with practical experience with Microsoft packages and good experience with computerized accounting systems similar to those used in OSCE;
  • Excellent oral and written communication skills in English and local language;
  • Holding valid driving licence.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1,284.33 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
