The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Finance Clerk in Kyiv Head Office. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE  Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities

 

 

 

 

 

 

 

Under the direct supervision of National Finance Officer and overall guidance of Finance Officer, the incumbent provides secretarial, clerical and finance supports to the unit:

 

  • Assists in proper control of the completeness and accuracy of supporting documents for payments and financial reports
  • Assists in preparation and examination of supporting documents for payments to be processed in IRMA
  • Checks whether Suppliers’ documents are properly certified by Programme Managers / authorized persons
  • Assists in verification of entitlement travel expenditures and supporting documents, checks eligibility of expenses for further processing by Payroll Section
  • Assists in preparation or scanning of documents for submission to the state tax authorities for VAT refund, monitors respective Ukrainian tax legislation and updates the Mission management on changes and their impact on the SMM activity
  • Checks financial / payment provisions of Special Service Agreements, Contracts subject to their compliance with internal procedures
  • Assists in preparation of routine correspondence, Inter-office memoranda and reports in accordance with the OSCE Rules and Regulations
  • Receives and registers incoming correspondence, insures that outgoing correspondence is properly distributed
  • Maintains the proper filing system for financial records and documents
  • Performs other related duties as assigned

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • Citizenship of Ukraine;
  • Secondary education or equivalent;
  • Minimum 2 years of office work or book-keeping experience;
  • Computer literate with practical experience with Microsoft applications, knowledge of ERP systems is desirable;
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written;
  • Ability to adjust to a broad range of new tasks in a complex administrational environment in a short timeframe;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deductions is 709.83 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security/ Provident Fund. Appointed are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to maximum step 3 subject to specific conditions.
