Background | ||
The incumbent will work under the general supervision of the Chief of Fund Administration and direct supervision of the Senior Finance Assistant and in close cooperation with the staff of the Fund Administration Unit (FAU) and the ExB project colleagues. | ||
Tasks and Responsibilities | ||
The Finance Assistant will be assigned to support the implementation of the extra budgetary project particularly its administrative and financial aspects. The Finance Assistant will support the project staff in implementing their day-to-day activities. The work will include the following tasks: Finance: • Ensure full compliance of the project financial practices and documentation with OSCE rules, regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations; • Prepare documents for bank transfers; • Review and monitor the accuracy, timeliness and relevance of the financial reports and other information related to project expenditures; • Monitor and report expenditure status versus authorized spending limits; • Enter accounts payables related to the Project’s activity into the system; • Present information and reports on the status of project financial resources as required; • Administer cash receipts and petty cash; Project support: • Formulate finance reports related to the project budget and expenditures to ensure that donor information requirements are met • Interact cooperatively, and in conjunction with other OSCE staff including those in other departments, on projects where areas of interest coincide |

Necessary Qualifications | ||
Performs other duties as required. Education: High school diploma supplemented by formal studies in administration, project management, finance or accounting. Experience: Minimum six years of relevant work experience in office administration, or project management, preferably with an international organization. Practical experience in Microsoft applications Languages: Excellent written and oral communication skills in English and Russian, in addition to local language. |

Remuneration Package | ||
Monthly remuneration, subject to social security deduction, is EUR 838 (12 times a year). OSCE salaries are exempt from taxation in Turkmenistan. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
