The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime. |

Tasks and Responsibilities |
|

|
|

|
|
Under the direct supervision of the National Finance Officer, the incumbent will be responsible for supporting the daily functioning of the Finance Division, more specifically:
- Examining incoming claims to certify that support documentation is available and in compliance with the OSCE Regulatory Framework and checking the correctness of the budget information; contacting the relevant office to discuss major discrepancies and as necessary, obtaining written explanations and certifying signatures before processing and preparing payment vouchers and input into the General Ledger, including:
- Processing consultancy vouchers and examining of the correctness of the documentation as per the SSA (Special Service Agreement), the SSA Performance Evaluation and payment procedure;
- Preparation of all vouchers related to Cigna and Provident Fund payments to Mission Members;
- Processing of other vendor related vouchers;
- Maintaining of the Mission’s Supplier registry in Oracle; ensuring correctness of the supporting documentation and compliance to the prescribed instructions on data protection policies of OSCE, compliance with the OSCE Regulatory Framework and internal Mission’s controls to prevent third party payments;
- Preparing the submission of VAT and Excise claims for the Mission and individual Mission Members’, including:
- Preparation and filling out claim forms and ensuring that correct data is provided;
- Coordination with the Ministry of Finance and Ministry of Foreign Affairs over the claims submission and documents return;
- Following the claims refund per invoices and per Mission Member, maintaining data on the total taxes return amounts and informing Mission Members on the annual cumulative tax return values and limits;
- Ensuring compliance to national legislation mechanism for VAT refund and Mission Instructions on the VAT Refund procedures;
- Settling the Mission’s disputed VAT and/or Excise claims;
- Serving as the Finance Division Focal Point for the archiving function (both hard and electronic copies), including:
- Regular review and continuous update of the Mission’s Vital Records Plan;
- Compiling and filing of all data and respective relevant documents from various sources produced by the Finance Division, as per the OSCE retention schedules and official OSCE file plans;
- Performing other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of or permanent residence in the Republic of North Macedonia;
- Completed secondary education supplemented by formal accountancy training;
- Minimum 3 years’ work experience in finance and bookkeeping/accountancy;
- Computer literate with practical experience with Windows applications, knowledge of ORACLE financial module will be considered an asset;
- Excellent written and oral communication skills in English and in local languages;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
