Background    
     
   

The Office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States.

The Office is seeking a fixed term, part time Finance Assistant (20 hours/week.)

 

     
Tasks and Responsibilities    
     
   

Under the supervision of the Senior Administrative Officer, the Finance Assistant applies the OSCE’s Common Regulatory Management System, performing the following duties:

  • Reviewing and matching supplier invoices, expense and travel clams against relevant purchase orders;
  • Entering financial transactions into the Oracle ERP system from a wide variety of source documents;
  • Assisting in the reconciliation of accounts on a monthly and annual basis, including credit cards and airline travel accounts;
  • Preparing bank transfers for authorisation;
  • Compiling claims for quarterly reimbursement of Valued Added Tax (VAT);
  • Checking claims for reimbursement of travel costs;
  • Providing financial administration support in relation to HCNM projects;
  • Preparing responses to finance related inquiries;
  • Performing other duties, as required.
     
Necessary Qualifications    
     
   
  • Secondary education supplemented by formal vocational study in management, business administration, finance, or personnel.
  • A minimum of five years of work experience in the area of financial administration, ideally within an international organization.
  • Demonstrated computer literacy, with practical experience in Microsoft packages and computerised accounting systems.
  • Practical experience with the Oracle ERP system is highly desirable.
  • Excellent written and oral communication skills in English. 
  • Ability to work with people of different nationalities and cultural backgrounds.

Remuneration Package    
     
   

The monthly salary is EUR 1,690 (12 times a year). OSCE salaries are exempt from taxation in The Netherlands. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step one of the applicable OSCE salary scale.
