Background    
     
   

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas:  Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.

The Finance Division, which is a part of the Fund Administration Unit, covers the Mission’s Accounting, Treasury and Cash, Travel, Project Administration, Implementing Partners and Budget operations.

Following the COVID-19 outbreak, the Mission issued an exceptional Call for Proposal (CfP) COVID-19 Response Fund, to finance civil society groups, associations, and charities and assist to cope with security challenges in the country by addressing the needs of particularly vulnerable and underserved communities in the face of the COVID-19 emergency. With the aim to strengthen the Finance Division’s capacity to efficiently respond to the needs of the COVID-19 Response Fund, the Mission is looking to engage a Finance Assistant under a short-term appointment (STA).

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the National Finance Officer, the short-term Finance Assistant (G4) will support the Finance Division in conducting their day-to-day activities, particularly in relation to the COVID-19 Response fund. More specifically:

  1. Communicate with the Implementing Partners, provide solutions and advice on overcoming financial issues that CSOs are facing in relation to the COVID-19 Response fund;
  2. Verify supporting documents, requests for disbursement and incoming invoices received from Implementing Partners for accuracy and compliance with the OSCE Rules and Regulations, the country’s legislation and the Implementing Partner Agreement;
  3. Review and check the financial reports from Implementing Partners; verify the consistency and accuracy of the expenses vs reported supporting documents and their approved budgets;
  4. Follow-up with the Implementing Partners on open issues in financial reports to obtain clarity and/or additional information;
  5. Check financial progress reports; liaise with both the Programme and the Implementing Partners to clarify issues and rectify inaccuracies including budget overspending or re-allotments;
  6. Perform other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed a minimum of a secondary education supplemented by specialised training in the area of finance, accounting, budgeting or business administration;
  • A minimum of three (3) years of relevant experience in finance or accounting; experience in working with grants disbursements and/or donor organizations would be considered an asset;
  • Computer literate with practical experience in Microsoft applications, especially in Microsoft Excel; previous experience in ERP systems would be considered as an asset;
  • Good accounting and budgeting skills;
  • Professional fluency in English and in local languages;
  • Ability to work under time pressure and with tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective work relations with people of different nationalities, religions and cultural backgrounds.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00.

Social benefits will include participation in the Cigna medical insurance.

The engagement will be on temporary basis for a period of approximately 4 months.
