The Office of the Personal Representative of the OSCE Chairperson-in-Office on the Conflict Dealt with by the OSCE Minsk Conference is looking for a highly qualified, motivated and experienced professional for the position of the Finance and Treasury Assistant.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the supervision of the Chief of Fund Administration the incumbent shall perform duties including:
- Assisting in maintaining control over financial operations of the Office of the Personal Representative of the OSCE CiO by ensuring that all internal control procedures are being implemented as set out in the OSCE rules, regulations and procedures. Testing and verifying correctness, accuracy and validity of financial transactions, preparing recurring or special reports, such as monthly and annual closure of accounts and unliquidated obligations. Preparing and submitting Reconciliation Reports to Accounts Unit in the OSCE Secretariat on monthly basis.
- Ensuring all transactions are recorded under the correct account codes.
- When required, assisting in budget preparation, assignment or control of budget codes and setting up budget lines and transfers. Assisting in preparing budget/expenditures reports and preparing budget revision forms and implementing budget line adjustments in the system.
- Completing Official Travel Authorization and Travel Claim forms for all Office Members, making Travel Claim payments, and reimbursing health insurance claims.
- Ensuring cash/bank payments, such as salaries, Board and Lodging Allowances, travel entitlements, financial reports, operational advances, credit memos and various payments for goods and services to Mission Staff, Vendors and Extra Budgetary Staff are made. Upon request, following internal approval, assisting other OSCE executive structures with payments and bank transfers to local vendors. Ensuring all payments are made in a timely manner and collect funds from the bank. Noting that the Office operates in different currencies. Relevant exchange rates need to be taken into account.
- Conducting cash/bank reconciliations, travel related reconciliations and payments, and producing cash and bank statements on Mission Cash and Bank Accounts on a daily basis. Entering payments and receipts into the ORACLE system and reconciling them on daily basis. Performing daily cash counts. Following up on outstanding balances on cash clearing accounts. Controlling and monitoring the Office's bank accounts in accordance with the Financial Rules and Regulations. Ensuring that sufficient funds are always available as required on all bank and cash accounts of the Office. Preparing cash forecasts in order to ensure the sufficient cash balance and timely fund replenishments from the Secretariat.
- Performing other related work as assigned.

Necessary Qualifications |
|

|
|
|
• Secondary education supplemented by formal studies in accounting and finance;
• A minimum of four years of progressively responsible accounting experience, preferably in an international environment. Prior experience in the use of ORACLE Financial Applications would be an asset;
• Professional fluency in English, Russian and Georgian;
• Computer literate with excellent knowledge of the Microsoft Office packages and ORACLE systems. Sensitivity and discretion in working with Office finances;
• Established ability to work with figures, display accuracy and attention to detail;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions, is 977.83 Euro/month (12 times a year). Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are made at step 1 of the applicable OSCE salary scale.
