General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in relevant fields such as local government support, political affairs, civil society development and governance, legal affairs, human rights and/or anti-trafficking and anti-corruption
  • Prior field experience
  • Demonstrated experience in project development and/or related activities
  • Professional fluency in the English and Russian languages, both oral and written, including the ability to draft documents clearly and concisely
  • Ability to establish contact and develop confident relations with the local authorities as well as the ability to work with government officials and institutions
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Previous international work experience and/or experience in field missions in Central Asia
  • Working knowledge of Kyrgyz language
  • Familiarity with Uzbek and/or Tajik languages
 
 
 
 
Tasks and Responsibilities

Under the direction of the Head of OSCE Centre in Bishkek (CiB), Deputy Head of Centre and Senior Field Representative of the Field Office in Osh, the Field Officer:

  1. Assesses and reports on developments pertinent to the mandate of the CiB in the Batken province, including the drafting of relevant background reports, food-for-thought papers and input to the Centre's regular reporting through relevant staff;
  2. Supports Programme Managers in the identification and development of possible project activities in the Batken province;
  3. Supports the Programme Managers in the implementation, monitoring and reporting of programmatic activities in Batken province as requested/directed;
  4. Supports the Programme Managers ensuring the implementation of all programmes in Batken province in compliance with the OSCE's Common Regulatory Management System (CRMS);
  5. Undertakes all necessary administrative, supervisory, logistic and transport responsibilities to ensure that the Field Office remains operational;
  6. Performs other related duties as required.
