General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Ability to establish contact and develop confident relations with the local population as well as the ability to work with government officials and institutions
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders and political views, while maintaining impartiality and objectivity
  • Experience and/or training in monitoring, reporting and observing of political and military developments
  • Experience in press analysing
  • Willingness to be deployed to different regional Office locations
  • Willingness to work in the region without family
  • Professional knowledge of English and Russian languages

Desirable:

  • Prior field working experience with the OSCE or another international organization
 
 
 
 
Tasks and Responsibilities

Under the direction of the Personal Representative, the Field Assistant will be expected to represent the Office on a monthly rotation to residences in the mission area.

In each location, the Field Assistant will assist the Personal Representative in performing the tasks according to the mandate:

  • Maintains regular contacts on a daily basis with host authorities, including the military, with local administrations, humanitarian agencies (UN bodies and NGOs), and other organisations;
  • Prepares for and participates in monitoring exercises on the Line of Contact (LOC) and the border;
  • Drives office vehicles, including for the transportation of authorised personnel, delegations or for the implementation of different Office tasks as instructed;
  • Provides an overview of local news, in particular, items bearing on events related to the political and military conflict resolution and/or related to the mandate, and compiles a press review for the Personal Representative;
  • Monitors and presents minutes of important meetings for the Personal Representative;
  • Compiles weekly activity reports;
  • Ensures daily contacts by phone or e-mail with the HQ Tbilisi and/or the Personal Representative;
  • Assists the CFA/Executive Officer/FAU team in Tbilisi with administrative, including HR related tasks as instructed;
  • Assists the CFA/Executive Officer in supervising local staff (drivers and housekeepers) as required;
  • Performs other related duties as assigned.
