General Minimum Requirements
The general minimum requirements for working with the OSCE are: Excellent physical condition Possession of a valid automobile driving license and ability to drive using manual transmission Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure




Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are: Demonstrable organizational skills Proven ability to communicate effectively, both orally and in writing Demonstrable interpersonal skills and documented experience in negotiations Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required Negotiating experience, preferably in the area of monitoring operations and/or related activities




Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: Advanced degree in a relevant field Experience: Minimum 6 years of relevant professional experience




Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory: Experience and/or training in monitoring,reporting and observing of political andmilitary developments Experience in press analyzing Professional fluencyin theEnglish and Russianlanguages Ability to establish contact and developconfident relations with the local population as well as the ability to work with governmentofficials and institutions Ability to work without supervision with highlevel officials as well as excellentproblem-solving skills Ability to cope with work under high-pressureenvironment; readiness to work long hours most of the time and/or during the weekends in orderto meet tight deadlines Readiness/willingness to travel long distanceupon a short notice Demonstrated ability and willingness to work asa member of a team, with people of differentcultural and religious backgrounds, differentgender and political views, while maintainingimpartiality and objectivity Willingness to be deployed to different regionalOffices Willingness to work in the region without family Sound diplomatic background Ability to drive 4-wheel drive vehicles Ability to operate windows applications,including word processing and e-mail Desirable: Prior field experience with the OSCE or anotherinternational organization Note: Potential applicants should be aware that this is a non-family posting. The successful candidate will receive hazard pay and shall be required to participate in the OSCE accident and life insurance scheme. An initial secondment of six months is envisaged.




Tasks and Responsibilities
Under the direction of the Personal Representative (PR), theField Assistant will be expected to represent the Officeon a monthly rotation to residences in Yerevan, Baku,Stepanakert/Khankendi and Tbilisi.In each location, the Field Assistant will assist thePersonal Representative in performing the tasksaccording to the mandate: Maintains regular contacts on a daily basis with hostauthorities, including the military, with humanitarianagencies (UN bodies and NGOs) and other organizations; Monitors and presents minutes of important meetings tothe Personal Representative; Compiles weekly activity reports; Provides an overview of local news, in particular,items bearing on events related to the political andmilitary conflict resolution and/or related to themandate, and compiles a press review for the PersonalRepresentative; Prepares for and participates in monitoring activitiesat the Line of Contact (LOC) and at the border; Ensures daily contacts by phone or e-mail with the HQ Tbilisi and/or the Personal Representative; Performs other related duties as assigned.
