Background    
     
   

The objective of the assignment is to provide expert support in (i) developing the methodology, programme and materials for on-line information meetings and discussions with young people, senior management of the Central Election Commission (CEC) and experts in the field of elections on the topics related to elections, democratic institutions, including political participation of youth; (ii) moderating information and discussion meetings.

Under the direction of the Programme Manager in the POiB, the Consultant is assigned to provide expert support in (i) developing the methodology, programme and materials for on-line information and discussion meetings with young people, senior management of the CEC and experts in the field of elections on the topics related to elections, democratic institutions, political participation of youth; (ii) moderating of information meetings and discussions; (iii) providing recommendations for the follow-up activities on civic education.

     
Tasks and Responsibilities    
     
   

Under the guidance of the OSCE Programme Office in Bishkek (POiB), the Consultant is responsible to:

  1. Assist in developing and agreeing with the CEC the methodology, programme of on-line information and discussion meetings;
  2. Assist in organizing on-line information and discussion meetings with the participation of the CEC senior management, experts and at least 1000 students in total from Bishkek and provinces;
  3. Moderate the information meetings and discussions;
  4. Provide recommendations for the CEC and POiB on follow-up civic education activities with a special focus on increasing youth knowledge and capacity.

Deliverables:

  • Monthly reports on the work implemented using templates provided by the OSCE POiB by 15th of each month within the contract period;
  • The final report describing the results of assignment, listing recommendations for the POiB on its further support to the CEC in strengthening civic education as stipulated in the section “Main Deadlines”.
     
Necessary Qualifications    
     
   
  • University degree in the field of Management, Law, Politics, Social Sciences or related field;
  • Practical experience in the field of human rights, democratization, election, political affairs;
  • Strong knowledge of Kyrgyz legislation system particularly in electoral rights;
  • Strong knowledge of strategic planning and project management;
  • Experience in training of youth;
  • Fluency in Kyrgyz and Russian and excellent analytical and writing skills;
  • Strong organisational and communication skills;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package    
     
    30 EUR per day or 540 EUR for 18 days.
