Background | ||
The OSCE Special Monitoring Mission (SMM) to Ukraine is looking to hire an external consultant to design and deliver two custom workshops over the course of 3 days on writing skills for its Reporting and Political Analysis head office staff and other report writers in the Mission (two groups of approximately 15 persons each).
One of the Mission’s main tasks is to monitor and report on the security situation in Ukraine, with a particular focus on the security situation in eastern Ukraine, as well as on respect for human rights and fundamental freedoms, including the rights of persons belonging to national minorities. The SMM’s reporting officers are based in the Mission’s headquarters in Kyiv. The Mission has also monitoring officers who act as reporting officers in its ten field offices in Ukraine, including in regions of Donetsk and Luhansk. Their main responsibility is drafting the Mission’s internal regular and thematic reports, ensuring they are accurate and consistent with the SMM’s observations on the ground. Reporting officers in the head office prepare and edit various (daily, weekly, thematic) reports on the Mission's activities and other political and related issues. The SMM’s external reports are disseminated within the OSCE Institutions, among participating States and publically (the OSCE’s website, the OSCE’s social media, the media, various other recipients). The Mission reports focus mainly on the security situation in eastern Ukraine (ceasefire and withdrawal of weapons_ and the impact of the conflict on civilians (access to basic services, human rights violation, freedom of movement, etc.).
The aim of the workshop is to improve the reporting officers’ skills in writing various factual and analytical reports for the SMM’s needs effectively, i.e. knowledge on what makes an effective report; employing various styles and adjusting the language and information presentation depending on the target audience; keeping accuracy and avoiding verbosity; editing and proofreading; and writing efficiently under tight deadlines.

Necessary Qualifications | ||
The consultant selected to deliver this training must have the following qualifications:
Time Frame and Venue Duration of the course is a total of 3 days; 2 consecutive sessions of 1.5 days each. The workshop shall be delivered in Kyiv, Ukraine.
Service levels and Performance The OSCE SMM will monitor the external training consultant’s performance during the contract and seek feedback from the participants regarding the training received. Failure to provide training on the date and to the location agreed will be deemed a material breach of the contract. |

Remuneration Package | ||
