Background    
     
   

A specialised EOD refresher training has been requested for the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission to Ukraine (SMM) to improve the knowledge and practical skills of mine action officers, as well as the application of these skills in daily activities during mission operations in order to support these operations more effective and efficient ensuring safety and security for the mission members.

 

This specialised EOD refresher training has been specifically requested to address the needs of the mine action officers, development of unified procedures in mine action professional activities, using all the features of modern conflicts, and the ongoing conflict in the eastern regions of Ukraine.

 

As SMM’s mine action officers have different experience, skills and also received trainings in different educational institutions, worked with different standards and procedures, the specialised EOD refresher training has also been designed to unify the standard operational procedures (SOP), which will be used during SMM’s daily operations. 

  The services required from the external training consultant (trainer) are as follows:

  • Design of Specialised EOD refresher training for SMM’s mine action officers which can be applied to existing SMM operational structures and provide the training syllabus for approval;
  • Deliver the Specialised EOD refresher training to selected OSCE SMM members, mostly to mine action officers or/and to mission members with mine action background.

 

The following topics should be included within the training course design and delivery:

  • Land Service Ammunition (LSA): Mines, projectiles, mortars, rockets, and grenades; Recognition by groups, subgroups, hazards and methods of disposal, fusing type by function. Mines, Unexploded Ordnance (UXO) and Abandoned Explosive Ordnance (AXO) operations, generic equipment used to aid identification of ordnance.
  • Submunitions: recognition by groups, subgroups, hazards and methods of disposal, fusing type by function.
  • Booby-traps: recognition hazards and methods of search and neutralization.
  • Battle Area Clearance (BAC): introduction BAC operational systems, detection technologies & systems for rapid clearance; General principles of multi-team large area surface clearance.
  • EOD operations: the safe location, detection, identification, on-site evaluation and in situ destruction of conventional ordnance.
  • Protective works and calculating safe distances.
  • Operations in a hostile environment, including mine/Explosive Remnants of War (ERW) contaminated areas.
  • General discussions about conventional ordnance render safe operations: technical data requirements, tools, etc. 
  • Ground sign recognition (possibility to recognize disturbance on the terrain /soil / objects,) and indicators.
  • Improvised Explosive Devises (IEDs). New developments in Counter Improvised Explosive Devises (C-IED) operations.
  • General discussion of Improvised Explosive Devise Disposal (IEDD) operations in combat and non-combat environments.
  • Countermine: Actions when patrols encounter (what you think is) a minefield/group of mines. Basic self-extraction procedures (from mined/contaminated areas).
  • International Mine Action Standards (IMAS) and International Mine Ban Treaties.
  • IMAS: relevancy to OSCE SMM operations and to current situation in Ukraine
  • Theoretical Overview: General Mine Action Assessment (GMAA); marking and mapping, mine signs: manufactured and improvised; marking & mapping of a hazardous areas; overview: Non-Technical Survey (NTS), roles and capabilities of NTS; Mine Risk Education (MRE) with local population, including children.
     
Tasks and Responsibilities    
     
   
  • To liaise with the OSCE SMM Senior Mine Action Officer (SMAO) and Human Resources/Learning and Development Team in order to determine course curriculum, training needs and any amendments if needed;
  • To design and develop the entire course and associated training methodology, taking into consideration the particular context of the OSCE SMM Mandate and the current situation in eastern Ukraine;
  • To design and develop all training and (if needed) examination materials, including hand-outs and presentations for entire training;
  • To remain flexible enough for short-notice changes within the contract period;

 

Methodology

The training should be delivered using interactive learning methods: theoretical, practical exercises, facilitation, role play, case studies, etc. and participants should receive copies of the developed training materials, as well as all necessary and relevant hand-outs and constructive feedback. The training will culminate with oral examinations to determine whether participants have achieved the required standard of learning.

 

Service levels and Performance

The OSCE SMM Human Resources/Learning and Development Unit will monitor the external training consultant’s performance during the contract and seek feedback from participants regarding the training received.

 

Failure to provide training on the dates and to the location agreed will be deemed a material breach of this contract.

 

Expected Outcomes

At the end of Specialised EOD refresher training, participants will be expected to:

  • Have acquired the requisite knowledge, skills & attitude necessary to perform the duties & tasks of a mine action officer in professional manner;
  • Be able to assist in the planning and management and conduct Mission’s (mine action) operations in accordance with International Mine Action Standards (IMAS);
  • Ensure that the mine action officer is more capable at identifying Suspected Hazardous Areas or/and Confirmed Hazardous Areas (SHA/CHA) likely to contain mines, improvised explosive devises, booby traps and ERW, offering an ability to establish what are the natural lines of tendency of the local population, and areas which are no longer used;
  • Identify well-travelled routes (gaps) and areas which are unused and avoided, to allow for a faster and safer surveys (general mine action assessment);
  • Enhance observational and situational awareness skills to an understanding of sign, of the variations in the environment and the indicators that may identify an Improvised Explosive Devises, Landmines, other ERW;
  • Enable Mine Action officers to anticipate and react to any threat earlier and more effectively and ensuring that they are better prepared, equipped for SMM operations and current hostile environment;

 

Timeframe and Venue

The time frame for delivery of the specialised EOD refresher training is set for February-March 2020 (excat dates to be confirmed) in Dnipro or Kharkiv, or Kyiv (Ukraine) as well as two (2) remote preparation days before the training, one day for face to face meeting with SMM Operations Unit (Mine Action Cell) and Learning and Development Team (one day before the training), and the follow-up day (next day after training). Course duration is five (5) working days. Unless exceptional circumstances prevail, training will be delivered in Ukraine.  

     
Necessary Qualifications    
     
   

The consultant(s) selected to deliver this training must have the following qualifications:

  • Citizenship of an OSCE participating State, excluding citizenship of Ukraine;
  • Proofed Explosive Ordnance Disposal and Improvised Explosive Devise Disposal professional (Level 3+) experience, preferably in hostile environment, conflict areas, including deployments to Eastern Europe or/and Caucasus;
  • Skilled as professional executive leader in EOD/IEDD procedures and operations, SOP development, and standards/policy review and development;
  • Extensive international experience and skills in training, and consultancy, including: Demining, Threat Awareness, and Capability/Gap analysis; Training Analysis, Design, Development and Implementation; CIED and IEDD operations;
  • Experience in peacekeeping operations and treaty violation investigation where ordnance is involved;
  • Experience leading multinational EOD teams in an operational environment/conflict zones;
  • Experience in team building with comprehensive and expert capability across a broad range of EOD portfolio;
  • Knowledge of EOD procedures, Improvised Explosive Device Disposal (IEDD), Chemical, Biological, Radiological and Nuclear (CBRN) operations, knowledge of soviet weapons and ammunitions;
  • Expert in delivery of EOD/IEDD (refresher) trainings;
  • Demonstrated (confirmed) experience in working with international organizations, including as EOD expert and advisor;
  • Operationally competent in mine action and knowledge International Mine Action Standards;
  • Professional fluency in English language;
  • Excellent facilitation and presentation skills with proven ability to use interactive techniques and modern training approaches;
  • Deep theoretical knowledge and practical experience (including in conflict areas internationally) on the topics of training, learning and development;
  • Proven track record in the design and delivery of EOD trainings to standards commensurate with recognized international best practice;
  • Possession of the following qualifications: EOD, Humanitarian Demining Training (HDT), IEDD, Threat Awareness and Counter Improvised Explosive Device

Remuneration Package    
     
    Remuneration will be commensurate to educational background and years of relevant experience of the selected candidate, in line with the OSCE Staff Regulations and Staff Rules.
