Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.

Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The Section for External Co-operation is part of the Office of the Secretary General. It is the first point of contact at the headquarters level for international, regional and sub-regional organizations and initiatives. It is also responsible for liaising with the OSCE's Partner States, both Mediterranean and Asian.

 

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of External Co-operation, the External Co-operaton Officer:

  1. Acts as Liaison Officer for contacts with international, regional and subregional organizations;
  2. Assists in maintaining dialogue and co-operation with the OSCE Mediterranean and Asian Partners for Co-operation, and in conduct of relevant activities;
  3. Conducts research and prepares analytical and background papers and documents; drafts speaking points and speeches;
  4. Supports high-level meetings, as well as plans and organizes regular staff level meetings with relevant international organizations;
  5. Attends meetings and writes summaries and reports;
  6. Assists in organizing relevant OSCE conferences, seminars and other events with international organizations on topics of co-operation;
  7. Contributes to the preparation of the sections on the OSCE Partnership for Security and Co-operation of the Annual Report of the Secretary General;
  8. Performs other related duties as assigned.
 
 
 
 
Necessary Qualifications
  • Advanced university degree in political science, international relations, business administration or other related field
  • At least six years of progressively responsible professional experience in government or international administration, or research institutions operating in the field of international relations or other related field
  • Thorough knowledge of security and co-operation issues, including knowledge of key international organizations
  • Professional fluency in English; knowledge of other OSCE working languages, in particular Russian, would be an asset
  • Excellent drafting skills with the ability to communicate clearly and concisely both orally and in writing
  • Diplomatic skills, initiative, strong analytical ability and sound judgement
  • Ability to operate windows applications including word processing and email
  • Ability and willingness to work as a member of a team and tact in dealing with people of different national and cultural backgrounds
