Background: For the Parliament to be more effective and efficient, it needs constant support and service from the administration. The parliamentary service includes 7 units and employs around 150 staff members. With the goal of strengthening the efficiency of the parliamentary service, in co-operation with the Parliamentary Department for Human Resources, the Mission in 2016 organised a series of trainings for the heads of the departments of the parliamentary service with the aim of strengthening their skills as managers and offering them tools to increase their internal communication skills. The trainings were proved beneficial for the participants, exposing them to new tools and mechanisms, offering them new channels for communication and increasing the level of inter departmental interaction. One of the conclusions from the training’s evaluation, both from the trainers and trainees, was not only the need to continue offering further education on these relevant topics to the same group, but also to extend this training to additional staff members. That is why in 2017 the Mission will support the Department for Human Resources to organise a training programme consisting of three workshops, which will include an advanced training for the same group, as well as two initial training sessions for additional staff members. Objective: The selected expert (in a team of two) will develop and deliver the training programme consisting of three workshops on: 1) business culture; 2) communication and presentation skills; and 3) an advanced training on conflict management. At the end of this course it is expected that participants will have a clear understanding of model or styles of business operations within a company/institution and how it determines different levels of communication among the staff and between staff and external partners. The acquired knowledge and skills will assist participants to strengthen relationships across different teams, departments, and hierarchical levels, both internally and externally to the organization. Deliverables: Training curricula developed and shared electronically, three training workshops held, report in English with the assessment and recommendations for future capacity building activities produced.

Tasks and Responsibilities | ||
The expert will: • Design and develop training programme and materials in accordance with the set objectives and share it electronically with the OSCE Mission to Montenegro/Democratization Programme no later than 15 days prior to the course commencement; • Discuss the training material with the OSCE Mission to Montenegro/Democratization Programme and incorporate any change and suggestion proposed by OSCE Mission to Montenegro/Democratization Programme at least a week before the course; • Deliver the interactive training course (three two-day workshops) in Montenegrin language. To maximize the effectiveness of the training program, the experts shall incorporate a variety of delivery methods, lectures, interactive team activities, lessons learned policy and relevant information into the training modules; • Produce and distribute simple handouts/presentations in favour of each workshop; • Provide inputs for the evaluation sheets to be distributed to the participants at the end of each workshop; • Prepare a final report (3/5 pages) in English about the training course, including also recommendations for future capacity building activities, within 15 days of the last workshop and share it with the Programme Manager/Democratization. |
