Background

This vacancy is open only for persons with citizenship or permanent residence of the Republic of Serbia.

The OSCE Mission to Serbia is looking for a local consultant in the field of education to develop curricular and teacher training tools for the implementation of the Guide on the Prevention of Violent Extremism, within the project "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement" (ExB #2400708), aimed at establishing and consolidating a foundation for efforts to prevent and counter violent extremism and radicalization that can lead to terrorism (VERLT) in Serbia.

Tasks and Responsibilities

The consultant will work within the Programme Support and Co-ordination Unit of the Office of the Head of Mission and will develop and implement a plan to distribute and promote "A Teacher's Guide on the Prevention of Violent Extremism", developed by UNESCO, through 5 regional workshops for teachers, other school professionals, civil society organizations (CSO) and community leaders who work with youth. Specifically, the consultant will:

  1. Review the UNESCO Guide and adapt the materials to the Serbian context;
  2. Develop a formal presentation of the Guide and accompanying workshop materials (PPT presentations, summaries, questioners, handouts etc.);
  3. Develop a workshop agenda, which should include both lectures and small group work;
  4. Advise the OSCE Project Team regarding organisation of the workshops (list of participants, workshop modality, etc.) and closely co-ordinate all actions with the OSCE team members;
  5. Lead 5 one-day workshops, with up to 30 participants (teachers and school professionals, CSOs and community leaders who work with youth) in each of the following locations: Belgrade, Novi Sad (or region), Bujanovac, Novi Pazar, Nis;
  6. Prepare post-event reports;
  7. Attend meetings with the OSCE or relevant partners/officials as needed.

All tasks will be conducted in close co-operation with the Project Co-ordination team. The consultant will work from home with official travel in five regions of Serbia.

Necessary Qualifications

  • Citizenship or permanent residence of the Republic of Serbia;
  • University degree in education, social studies or related field;
  • Proven experience in developing educational materials;
  • Proven experience in working with primary and secondary school teachers (or other educational professionals) on either pre-service or in-service teacher education and training;
  • Ability to develop and conduct teacher training workshops;
  • Close familiarity with the Ministry of Education and/or the Regional Centre for Professional Development of Educators would be an advantage;
  • Knowledge of countering violent extremism (CVE) issues in South-Eastern Europe is an advantage;
  • Good knowledge of English, both written and oral;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed for a total of 13 days within the period from 15 October to 31 December 2017, and will be paid a total amount not exceeding 1,950 EUR, commensurate to the selected consultant's qualifications and experience.
