Background    
     
   

Background:

The Democracy Workshop programme, implemented by the Parliament of Montenegro, is designed as a program of civic education with primary students to teach them about the basic principles of democracy and parliamentary processes with the intention to promote interest in politics and democratic processes among the youth population. Through an interactive program and in a manner suitable to their age, with the help of selected and trained teachers/trainers, children from eight to fifteen years of age learn through play how democracy functions. The children write about their obtained knowledge and experience in journalistic essay which is later integrated in Democracy Workshops newspapers or present it in the form of a radio or TV broadcast. In addition to learning, the program’s aim is to explain the other two conditions for political participation, media competence and willingness to express an opinion. At the moment, there are three modules being implemented, “Democracy and Parliament”, “EU” and “Human Rights”, the latter being developed with the previous support of the Mission. http://www.demokratskeradionice.me 

Objective:

 The selected expert (in the team of two) will develop a new module of Democracy workshops on the topic of environmental protection, including two publications: one for children to be used during the workshops and training manual.

Deliverables:

Module on environmental protection developed, two publications finalised, report with recommendations produced.

     
Tasks and Responsibilities    
     
    1) Design and implement a three–day interactive workshop for the trainers of the Democracy workshop on environmental protection in Podgorica; a) Prepare an electronic copy of all course materials and provide them to the Mission/ Democratization programme no later than 10 days prior to the course commencement; b) Produce simple hand outs/presentations in favour of each session; c) Prepare and distribute evaluation sheets to the participants. 2) Develop a new module/curricula of Democracy workshop on environmental protection; 3) Develop a publication for children on environmental protection (60 to 100 pages with photos, written in a child friendly language, with interactive content ); 4) Develop a manual for trainers, with didactical materials following the module and the publication for children (up to 50 pages) with the emphasis on the possible activities that could be used in the workshop and methodological inputs; 5) Incorporate changes and suggestion proposed by the Mission/Democratization programme in the final version of all materials; 6) Support the process of proof reading, graphic design and print of the publications; 7) Monitor and guide the first pilot workshops during two days in Podgorica; 8) Write a report on the implemented activities with the recommendations for the further advancement of the module in English language (up to 10 pages); 9) Available on-line support to the Parliament 6 months after the project completion.
     
Necessary Qualifications    
     
    • University degree in the area of environmental protection, education, social sciences or related fields; • 5+ years of professional experience in preparing and delivering custom made trainings; • 5+ years in working with children/youth in formal and informal education projects; • Proven ability to develop materials for children/youth; • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity; • Advanced computer skills; • Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; • Demonstrated ability to work in a multicultural environment with demanding deadlines; • Previous co-operation with international organizations would be considered an asset.

DSA and ticket costs will be available for candidates coming from outside of the mission area. The course can be done in Montenegrin or English language. The project will be conducted by the team of two experts, therefore candidates who have conducted similar training/developed similar projects in pairs are highly desirable.
