Background    
     
   

Background:

As part of its efforts to support gender mainstreaming at the local level, between 2007 and 2015 the Mission and the Ministry of Human and Minority Rights (MoHMR) signed Memoranda of Understanding (MoUs) with all 23 Montenegrin municipalities to support the participation of women in public and political life of the country. This co-operation led to the establishment of the Municipal Gender Focal Point Network (GFPs) in 2013 and to numerous activities at the local level. In cooperation with the Ministry of Human and Minority Rights, the Mission is further supporting the Municipal GFPs Network by strengthening the connection between its work and existing mechanisms at the local level. In particular, in 2017 the Mission organized a first training on gender responsive budgeting and will now offer a training course on the topic of participation of women in public and political life in order to raise awareness of the municipal GFPs and encourage them to actively engage in their municipalities.

Objective:

To strengthen the capacity of the Municipal Gender Focal Point Network to promote participation of women in public and political life at the local level.

Deliverables:

  • Design the interactive training course in partnership with a second trainer and in coordination with the Mission. In order to maximize the training effectiveness, the expert shall incorporate a variety of delivery methods, including interactive team exercises;
  • Deliver the training course in pair with the second trainer;
  • Introduce hand-outs and power-point presentations in favour of each session;
  • Provide a short report (up to 3 pages) on the training activity in English:

Prior to the training course the experts shall:

  • Meet with representatives of OSCE Mission to Montenegro/Democratization Programme in order to prepare and finalize the training curriculum and materials;
  •  Prepare an electronic copy of the material and share it with the OSCE Mission to Montenegro/Democratization Programme prior to the training commencement.
     
Tasks and Responsibilities    
     
   

The trainer, in partnership with a second trainer and in coordination with the Mission, will be tasked to develop the curriculum of the training and to deliver it during a two-day event. The training should have a strong interactive component and should include the following:

  • Overview of the basic concepts of human rights and gender equality, with special emphasis on the importance of gender-mainstreaming in all areas of work;
  • Overview of the international standards and documents in the area of gender equality in Montenegro (including UN/OSCE/CoE commitments, ratified conventions and declarations);
  • Overview of the national legal framework and mechanisms enabling participation of women in public and political life, highlighting the link between gender-mainstreaming and the election process;
  • Overview of best practices in the OSCE region with focus on local level experiences.
     
Necessary Qualifications    
     
   

University degree, preferably in humanities, social/political science, or equivalent combination of education and experience;

  • More than 7 years of professional experience in the field of gender equality, especially in the area of promotion of women’s participation in public and political life;
  • Previous experience in delivering training in gender equality or related topics;
  • Previous experience and/or relevant education background in the field of elections would be an advantage;
  • Demonstrated ability to work in a multicultural environment;
  • Previous co-operation with international organizations would be considered an advantage.
