Background
This vacancy notice aims at identifying Kazakh speaking experts with an in-depth knowledge of and experience in the field of countering corruption and promoting budget transparency. Successful applicants will be included in the POiN roster, with the possibility of being contacted in case of an assignment, for which he/she shall possess relevant qualifications. Inclusion into the roster does not carry any commitment by the OSCE to exercise the services of selected expert.
POiN for years has been actively supporting initiatives aimed at promoting effective anti-corruption practices and international experience in combating corruption. Last year a joint collaboration with Transparency International Kazakhstan and local non-governmental organization Zertteu in close partnership with Kazakhstan’s Anti-Corruption Agency produced countrywide seminars aimed at raising population’s general awareness on anti-corruption legislation and the civil sector’s role in promoting transparency and accountability. Those seminars were conducted in the Russian language. While the Russian language serves as the tool of communication among many ethnic groups in Kazakhstan, it still fails to reach all citizens, especially those whose first language is Kazakh, which is an official language of the country. This factor became especially noticeable at regional events in Kyzylorda, Atyrau and Turkestan clearly pointing to the need of covering Kazakh-speaking segment - representatives of the civil sector, academia and businesses.
In this regard, the OSCE Programme Office in Nur-Sultan (Office) plans to support a series of seminars in the Kyzylorda, Atyrau and Turkestan regions aimed at increasing the potential of the Kazakh-speaking audience through familiarization with open data and opportunities for preventive measures to combat corruption at the local level. For that purpose, the Office seeks qualified experts to conduct anti-corruption seminars in these three regions in Kazakh language.
Tasks and Responsibilities
Under the overall guidance and direction of the Economic and Environmental Dimension (EED) Officer, the Expert/Consultant will be responsible for delivering anti-corruption seminars to the representatives of academia, business and civil sectors in the Kyzylorda, Atyrau and Turkestan regions. The seminars shall cover the following topics:
- Anti-corruption Strategy 2015-2025;
- Law “On the fight against corruption”;
- Law “On access to information”;
- Law “On public services”;
- Law “On public councils”.

Remuneration Package
Remuneration will depend on the selected consultant/expert qualifications and experience and in accordance with the OSCE established consultancy rates.
