Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in Politico-Military Activities. Particularly, it provides support for strengthening its efforts in promoting peace, security and cohesion through enhancing awareness, strengthening capacity and expanding regional networking of youth. In 2019, in light of the Slovak Chairmanship priorities, the OSCE Programme Office in Bishkek will continue pursuing the objective of promoting inter-communal tolerance and capacity for regional co-operation amongst young people, fostering youth exchange and young people’s political participation. The OSCE Programme Office in Bishkek thus aims to strengthen the links between potential regional leaders in order to ultimately facilitate their understanding and interregional co-operation. This is to be achieved through a three and a half-day intensive training course for young policy advisers from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The training seeks to contribute to facilitating networking of young Central Asian officials, the senior advisers of the future, through developing their capacities. Through improving young advisers’ understanding of the role and key tasks of policy advisors, as well as of core democratic concepts and international commitments and standards, the course will support the advisers’ current and future work on deliberating, shaping and implementing policy. The objective of the consultancy is to support OSCE in implementing the course by preparing and presenting some or all of the sessions, including but not limited to, the following:

  • The Policy Cycle;
  • Tools of Analysis;
  • Crafting a speech;
  • Role and organizational context of the policy adviser;
  • Advising and briefing and Negotiation;
  • Strategic communication and communicating the message;
  • Policy and policy analysis.
     
Tasks and Responsibilities    
     
   

The consultant will serve as one of the mentors and facilitators throughout the course, explaining exercises and learning objectives to the course participants and leading them through the exercises. Under the overall guidance and direction of Project Manager, the consultant shall prepare and develop the above mentioned modules:

  • Deliver the prepared modules with exercises and moderate the sessions during the training course. Conduct one-on-one feedback sessions with participants and in syndicate groups. As part of the mentoring team, the consultant will also mentor 5-6 participants throughout the course and contribute to creating an atmosphere of trust and collegiality by observing and encouraging, supporting and counselling;
  • Participate in one day preparatory session with other mentors prior to the training to co-ordinate the modalities of the training;
  • Contribute to evaluation of the course through conducting feedback sessions and sharing general observations and reflections with OSCE;
  • Submit an assessment report, up to 5 pages, outlining and discussing different sessions of the course, its materials and suggestions for how the course may be adjusted and further improved.

Necessary Qualifications    
     
   
  • Advanced University degree, preferably in Public Administration, Political Science, International Studies, Law, Journalism, or related fields;
  • Five years of experience as an expert or equivalent working on issues related to conflict prevention and resolution, and more specifically on strategic planning and policy advising;
  • Ability to research and analyse complex matters related to policy advising, democracy and human rights as well as to present them in an audience-appropriate and user-friendly manner;
  • Knowledge of international and OSCE democratic governance standards and principles;
  • Good knowledge (proficient) of Russian and English;
  • Excellent writing and presentation skills;
  • Flexibility, ability to work under minimum supervision and deliver against tight deadlines.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
