Background                          

Please note that this vacancy notice is not for a specific assignment but is aimed to identify individuals with in-depth knowledge of and experience in the field of human rights and the rule of law promotion and to update the OSCE Programme Office in Nur-Sultan roster of experts/consultants. Successful applicants will be included in the POiN roster, with the possibility of being contacted in case of an assignment, for which they possess relevant qualifications. Inclusion into the roster does not carry any commitment by the OSCE to use the services of the expert.

According to its mandate, the Programme Office in Nur-Sultan is entrusted with supporting Kazakhstan in implementing OSCE principles and commitments in all three dimensions within the OSCE framework approach to co-operative security, and the regional context. 

Through its activities in the human dimension, the Office focuses on supporting Kazakhstan in strengthening human rights and fundamental freedoms. A particular priority is to strengthen the country’s human rights institutions and civil society. It provides support for legislative reforms and the implementation of international and national documents in compliance with OSCE principles and commitments. In its efforts to promote the rule of law and to strengthen democratic institutions, the Office facilitates dialogue between Kazakhstan’s authorities and civil society on these issues. The Office assists the host country in reforming its criminal justice system through facilitating analysis and discussions on proposed legislation. It also assists in combating human trafficking and domestic violence, promoting tolerance, equal opportunities for women and men as well as media-related issues. 

In the context of the ongoing activity and on an ad-hoc basis, the OSCE Programme Office in Nur-Sultan requires the services of external experts and consultants to perform a variety of short-term tasks.

Tasks and Responsibilities                           

Under the overall guidance and direction of the Human Dimension (HD) Officer, the Expert/Consultant will provide consultancy/expertise and assist in the implementation of the HD Programme projects. The OSCE is particularly interested in the applicants with substantial experience in one or several of the following thematic areas:

  • Civil and political rights;
  • Strengthening of National Human Rights Institutions;
  • Democratic elections;
  • Economic, social, and cultural rights;
  • Human rights defenders;
  • Human rights education;
  • Human rights in cyberspace;
  • Right to a fair trial;
  • Freedom of religion and/or belief;
  • Freedom of association and the right of peaceful assembly;
  • Freedom of movement;
  • Prevention of torture and other cruel, inhuman or degrading treatment or punishment;
  • Prevention of sexual and gender-based violence;
  • Combatting trafficking in human beings;
  • Judicial reform, including independence of the judiciary and legal practitioners;
  • Penitentiary reform;
  • Political and public participation of youth, women and persons with disabilities;
  • Promotion of tolerance and non-discrimination;

Necessary Qualifications                  

  • University degree in the subject relevant to consultancy;
  • Minimum three years of relevant professional experience;
  • Good writing and presentation skills;
  • Ability to work in the team, under minimum supervision or independently;
  • Excellent skills in written and spoken Russian and/or Kazakh language; Working knowledge of English language will be a strong asset;
  • Education abroad will be an advantage;
  • Fully computer literate;
  • Cultural, gender, ethnic and religious sensitivity;
  • Adherence to the OSCE values and commitments;
  • Experience in working with international organizations, OSCE is particular, is an advantage;
  • Working experience in the government and/or non-governmental sector is an advantage;
  • Professional certificates in relevant fields in as advantage;
  • Academic or public policy publications is an advantage;

Remuneration Package                   

Remuneration will depend on the selected consultant/expert qualifications and experience and in accordance with the OSCE established consultancy rates.
