Background
Please note that this vacancy notice is not for a specific assignment but is aimed to identify individuals with an in-depth knowledge of and experience in the field of Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) and to update the OSCE Programme Office in Nur-Sultan roster of experts/consultants. Successful applicants will be included in the POiN roster, with the possibility of being contacted in case of an assignment, for which they possess relevant qualifications. Inclusion into the roster does not carry any commitment by the OSCE to use the services of the expert.
As part of the Office’s multi-year efforts to promote good governance and advance the host country’s AML/CFT system in compliance with the Financial Action Task Force’s (FATF) standards, the OSCE Office in Nur-Sultan announces a call for an expert who will contribute to the preparation of Kazakhstan’s report on the National Money Laundering and Terrorist Financing Risk Assessment for 2018-2020.
Tasks and Responsibilities
1. Conduct an analysis of methodologies (World Bank, International Monetary Fund, Financial Intelligence Units (FIU) of other countries, etc.) for collecting and analyzing data from government agencies and financial monitoring entities to assess risks and develop a report on the National Money Laundering and Terrorist Financing (ML/TF) Risk Assessment for 2018-2020 (consider the possibility of developing methodology);
2. Propose recommendations, comments and suggestions for adjusting the methodology, taking into account the current recommendations and guidelines of the FATF;
3. Propose recommendations, comments and suggestions for updating (developing) forms for collecting quantitative and qualitative data and other information necessary for conducting the National ML/TF Risk Assessment;
4. Provide consultation and expert assistance on the preparation of the draft report on the national ML/TF risk assessment for 2018-2020;
5. Make proposals on the development of measures to eliminate the risks identified in the national ML/TF risk assessment report for 2018-2020.
Required qualifications
- Higher education (preferably in the field of economics, finance or related fields);
- At least 10 years of experience in the field of AML/CFT;
- Solid knowledge of the FATF 40 Recommendations;
- Solid knowledge of the AML/CFT methodologies of the FATF, the World Bank, and the International Monetary Fund;
- Work experience with FATF-style regional bodies (EAG, APG, CFATF, ESAAMLG, GABAC, GAFILAT, GIABA, MENAFATF, MONEYVAL);
- Work experience in the development of the methodologies for collecting data and assessing ML/TF risks;
- Excellent skills in written and spoken Russian and English;
- Distance teaching and consulting skills.
Desired qualifications:
- Work experience in the Eurasian group on combating money laundering and financing of terrorism (EAG);
- Knowledge of Kazakh language;
- Participation in the FATF/EAG mutual evaluations.
Duration of the consultancy: April – October 2021.
Remuneration Package
Remuneration will depend on the selected consultant/expert qualifications and experience and in accordance with the OSCE established consultancy rates.
