JOB TITLE: Expert/Consultant (Roster Vacancy Announcement), Economic and Environmental Dimension

Background                          

Please note that this vacancy notice is not for a specific assignment but is aimed to identify individuals with in-depth knowledge of and experience in the field of environmental legislation to update the OSCE Programme Office in Nur-Sultan roster of experts/consultants. Successful applicants will be included in the POiN roster, with the possibility of being contacted in case of an assignment, for which they possess relevant qualifications. Inclusion into the roster does not carry any commitment by the OSCE to use the services of the expert.

According to its mandate, the OSCE Programme Office in Nur-Sultan (the Office) provides its assistance to the Government of the Republic of Kazakhstan in promoting the principles of “green” economy in the host country and introducing the principles of sustainable development for purposes of reinforcing environmental security. As part of implementing the Address of the Head of State, the Office is cooperating with the civil society and government officials, including the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan (Ministry of Ecology), in the drafting of by-laws subject to change related to the adoption of the new draft Environmental Code.

In this regard, the OSCE Programme Office in Nur-Sultan announces a call for experts with specific experience in one of the following fields related to the development of regulatory legal acts on the implementation of the draft Environmental Code:

1) Procedure for maintaining the Pollutant Release and Transfer Register (to be approved by the Ministry of Ecology)

  • Develop the draft procedure for maintaining the Pollutant Release and Transfer Register, taking into account the draft Environmental Code as amended, as well as to the requirements set out in the Protocol on the Pollutant Release and Transfer Register - until 31 July 2020;
  • Provide comments regarding the feedback received from government officials, experts and the public - until 31 October 2020;
  • Participate in trainings and meetings on the clarification of regulations in the procedure for maintaining the Pollutant Release and Transfer Register - until December 2020 inclusively.

2) Public hearing procedure (to be approved by the Ministry of Ecology)

  • Study international best practices on organizing public hearings;
  • Develop the public hearing procedure with consideration to the provisions of the draft Environmental Code, as amended, as well as the requirements of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (the Aarhus Convention), the Convention on Environmental Impact Assessment in a Transboundary Context (the Espoo Convention) and the Protocol on Strategic Environmental Assessment (SEA) - until 31 July 2020;
  • Provide comments regarding the feedback received from government officials, experts and the public - until 30 September 2020;
  • Participate in trainings and meetings on the clarification of regulations in the public hearing procedure - until December 2020 inclusively.

3) Procedure for the arrangement and operation of the Unified State System for Environmental and Natural Resource Monitoring (to be approved by the Ministry of Ecology)

  • Study international best practices on the operation and arrangement of the Unified State System for Environmental and Natural Resource Monitoring;
  • Provide draft procedure for Maintaining the Unified State System for Environmental and Natural Resource Monitoring of the Republic of Kazakhstan in pursuance of Section 8 of the new draft Environmental Code - until 30 September 2020;
  • Where necessary, provide proposals and additions to the Procedure for the types of monitoring constituting the Unified State System for Environmental and Natural Resource Monitoring of the Republic of Kazakhstan;
  • Provide comments regarding the feedback received from government officials, experts and the public - until 31 December 2020;
  • Participate in trainings and meetings on the clarification of regulations of the Procedure for the Organization and Operation of the Unified State System for Environmental and Natural Resource Monitoring - until December 2020 inclusively.  

4) Procedure for maintaining the Unified System of State Natural Resource Inventories of the Republic of Kazakhstan (to be approved by the Ministry of Ecology)

  • Study international best practices on maintaining natural resource inventories;
  • Develop a draft procedure for Maintaining the Unified System of State Natural Resource Inventories of the Republic of Kazakhstan pursuant to Section 10 of the new draft Environmental Code - until 30 September 2020;
  • Where necessary, provide proposals and additions to the Procedure for maintaining sectoral inventories constituting the Unified System of State Natural Resource Inventories of the Republic of Kazakhstan;
  • Provide comments regarding the feedback received from experts and the public-until 31 December 2020;
  • Participate in trainings and meetings on the clarification of regulations in the public hearing procedure - until December 2020 inclusively.

 

5) Procedure for developing quality targets (to be approved by the Ministry of Ecology)

  • Study international best practices on determining environmental quality targets;
  • Make arrangements for the development of the Procedure — until 31 October 2020;
  • Provide comments regarding the feedback received from experts and the public-until 31 December 2020.

Required qualifications

  • Higher education in environment, standardization and other relevant fields;
  • At least 5 years of work experience in the area of environmental protection;
  • Experience in cooperating with governmental and research organizations engaged in environmental protection;
  • Experience in drafting legislative and regulatory documents;
  • Excellent skills in written and spoken Russian and/or Kazakh language;
  • Working knowledge of English language will be a strong asset;
  • Experience participating in projects related to the Pollutant Release and Transfer Register and the Aarhus Convention is welcome.

Remuneration Package       

Remuneration will depend on the selected consultant/expert qualifications and experience and in accordance with the OSCE established consultancy rates.
