Background    
     
   

This call for applications is open for persons with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia is looking for a statistician for the project “Supporting regional processes for securing durable solutions for refugees and internally displaced persons in Serbia”, in support of the Regional Housing Programme (RHP). The RHP, a joint initiative of Bosnia and Herzegovina, Croatia, Montenegro and Serbia (“Partner Countries”), aims at solving the housing problem and providing durable solutions to refugees and IDPs across the region.

The OSCE and UNHCR provide support to the Partner Countries by monitoring progress of the country projects as regards beneficiaries and report to donors. This includes ensuring, inter alia, that the end beneficiaries of RHP are those who qualified as the most vulnerable, in line with the vulnerability criteria jointly defined by Partner Countries and UNHCR.

A key output indicator in RHP is the number and type of the housing solutions provided while the key outcome is sustainability of the solutions provided, be it in the context of integration or re-integration. The UNHCR and OSCE are also jointly monitor sustainability aspects while the implementation and reaching of the set goals in this regard is the responsibility of each Partner Country.

In order to ascertain the sustainability aspects, three types of data should be collected: a) technical aspects b) social-economic aspects, and c) complementary measures. The target group for collection and collation of this data is RHP beneficiaries who have already received housing assistance and who already physically occupy the allocated housing units. As of the end of March 2018, a total of 1,866 housing solutions have been delivered in Serbia: 691 building material packages, 184 prefabricated houses, 756 village houses, and 235 apartments. At the same time 6,153 housing solutions, are in the pipeline for delivery.

The OSCE Mission to Serbia is providing and facilitating capacity-building assistance to the Commissariat for Refugees and Migration of the Republic of Servia as the Lead Institution for the implementation of RHP in Serbia. Having in mind the volume of the solutions that are in the pipeline for delivery or have already been delivered, it has been concluded that the determination of a scientifically credible sample and relevant monitoring methodology is key for establishing an effective and efficient monitoring process that will deliver credible data, indicate potential deficiencies, and subsequently serve for provision of adequate redress, all within the lifetime of the RHP implementation cycle (end of 2021).

For that purpose, the Mission will engage an expert statistician to determine a scientifically credible sample of RHP beneficiaries to serve to the Commissariat for Refugees and Migration as a basis for ascertaining fulfilment of sustainability aspects in particular in regard to b) social-economic and c) complementary measures. This will in turn assist with the verification of the sustainability of integration solutions provided to RHP beneficiaries, and identify any gaps therein. The conclusions should be utilized to guide subsequent policy actions aimed at filling in these gaps, thereby, improving protection and offering assistance needed.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer, the consultant will perform the following tasks:

  1. Determine a scientifically credible sample of beneficiaries who have received housing solutions through RHP in Serbia based on the number of housing assistance delivered/number of families that moved in by 15 May 2018 and relevant projections of the delivery of the housing solutions by March 2019, as per the work plan of the Project Implementation Unit in Serbia. Suggestions for the elements to be considered: type of solution; household size (number of members); household composition (single, elderly, multi-generation); geographical distribution (north/ central/ south); rural/urban areas;
  2. Propose the list of information/data to be collected and the methodology to ascertain the composition of focus groups for collection of information pertaining to the sustainability of RHP solutions and access to rights of RHP beneficiaries;
  3. Review and adjust the draft sustainability questionnaire in consultation with OSCE/UNHCR/Commissariat for Refugees so as to ensure that the questions are quantifiable and relevant for measuring the achievement of the projected outcomes;
  4. Recommend the methodology for collection and storing of data ensuing from sustainability monitoring.
  5. Provide training for the staff designated by the Commissariat for collecting data in sustainability monitoring;
  6. Report on a bi-weekly basis to the Mission on progress in achieving tasks;
  7. If necessary, attend standing consultations with UNHCR/OSCE/Commissariat for Refugees and Migration.

By mid-June 218, the expert should submit a sustainability questionnaire. At the end of the consultancy, the expert should submit a final report containing determination of the scientifically credible sample, monitoring methodology, list of data to be collected through focus group discussions, and the composition of the focus groups and the training for staff collecting data through the revised questionnaire.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree in social science;
  • Minimum 10 years of diversified experience in the field of conducting statistical research and collection, collation, and analysis of data, including at least 12 months operational experience in the relevant field and specialised subject area;
  • Previous experience in conducting assessments of the position of vulnerable groups in Serbia, including refugees/IDPs would be considered as an asset;
  • Professional fluency in English and Serbian, both oral and written;
  • Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
   

The expert will be employed for a period from 1 June 2018 to 15 August 2018. Upon completion of the envisaged tasks, the expert will be remunerated a total amount of up to 4,000 EUR, commensurate to his/her qualifications and experience and to the proposed training programme.

The OSCE will also bear all travel and accommodation costs associated with the consultancy.
