Background information:
The PCU implements the project "Strengthening Financial Monitoring System Preparedness to Fight Money Laundering and Financing of Terrorism Threats" in cooperation with the State Financial Monitoring Service of Ukraine. The Project addresses the needs of Ukraine’s financial monitoring system in fulfilling requirements of the anti-money laundering and countering financing of terrorism (AML/CFT) supervisory bodies (FATF, MONEYVAL) and responding to recent challenges in the fight against money laundering and financing of terrorism. The Project intends to raise awareness and build expertise of national financial reporting entities as well as regulatory bodies about virtual assets regulation and identification of ultimate beneficial ownership.
In particular, the Project intends to develop software that will enable financial monitoring entities to provide required anti-money laundering data that could be processed and analysed in an easy way providing for good visualization and interpretation. The Law of Ukraine on Anti-money laundering and countering financing of terrorism prescribes the need to streamline administrative reporting of financial monitoring entities to improve control over money laundering operations. The decree of the Cabinet of Ministers # 692 dated August 5, 2020 outlines procedures and processes in the course of the administrative reporting. AML/CFT that are received from reporting entities should be processed and transformed into administrative reports for the purposes of better control over money laundering operations.
For this purpose, the PCU needs a team of five ICT Experts to provide services as per the tasks described below. It is expected that the below mentioned tasks will be completed by separate experts with relevant qualifications and professional experience. The tasks will be discussed with selected candidates, upon the needs.
Please note that this is a consultancy assignment of temporary nature. The consultants will be required to work from home.
Tasks:
1. Propose configuration of the software enabling authorities to gather, process and analyse data related to the mandatory reporting of the financial monitoring entities;
2. Design the architecture of the report generating service; develop key functionality and a platform for the server; develop administrative panel and its functions; provide for data inputting and data visualization; develop required security settings;
3. Design client’s part of the server suitable for mobile devices; develop administrative panel of the report-generating service; enable external frameworks to build graphs, diagrams and visualize data;
4. Design interfaces concept; develop the website prototype; design web interfaces suitable for mobile devices;
5. Develop test cases scenarios and test the report-generating service scenarios; identify the tool vulnerabilities; conduct testing and debug the tool;
6. Perform other related tasks, as required.
Necessary Qualifications:
• University degree in the ICT or related sphere;
• Minimum two years of professional experience in the ICT sphere;
• Preferred experience in developing ICT-based solutions for the governmental institutions/self-government bodies focusing on the introduction of e-services, development of web-servers using HTML technologies, Javascript, PHP5, MySQL5, WSDL, SOAP, XML;
• Excellent analytical and presentation skills;
• Fluency in Ukrainian.
Remuneration Package:
According to the PCU consultancy fees guidelines.
