In November 2017 the Kyrgyz Republic joined "Open Government Partnership" initiative (OGP). The OGP is a multilateral initiative formally launched 20 September, 2011 that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a Steering Committee including representatives of governments and civil society organizations. To become a member of OGP, participating countries must endorse a high-level Open Government Declaration; deliver a country action plan developed with public consultation, and commit to independent reporting on their progress going forward. To implement the above, the establishment of the OGP Secretariat is mandatory in all countries that joined this international initiative. Responding to the request of the Office of the Government of the Kyrgyz Republic the OSCE Programme Office in Bishkek will provide the Kyrgyz Government with support in establishing of the Secretariat of the "Open Government Partnership” initiative. The purpose of creating the Secretariat is to organize a single center for coordination of initiatives and activities within the framework of the OGP. In particular, the Secretariat will collect and consider applications and proposals, organize platforms for the Government of the Kyrgyz Republic the civil sector to discuss and develop a national Action Plan. The Secretariat will consist of four experts: Head of the Secretariat, Assistant to the Secretariat and two experts. The Secretariat of the "Open Government Partnership" will be located in the Government Office of the Kyrgyz Republic. Objective Within the project one Expert-Head of the OGP Secretariat will be hired to manage and coordinate overall the OGP activities. |
