ODIHR assists OSCE participating States with implementing their commitments on Freedom of Religion or Belief (FoRB), which includes building capacity of State and non-State actors to advance the right to FoRB for all and ensuring the social cohesion and peaceful coexistence of societies.
From 2015 to 2018, ODIHR’s FoRB program conducted the project “Strengthening dialogue among civil society and with key government stakeholders in Ukraine on human dimension issues”. More specifically, in the period between July and November 2017, ODIHR implemented a number of activities focused on advancing FoRB and promoting dialogue among and between religious or belief communities, including training workshops on non-violent communication and dialogue, and safe spaces for dialogue. According to an external audit of the project, it was highly appreciated by the various stakeholders as a necessary exercise, and of considerable added value.
Building on the lessons learned and given the specific experience required to pursue its objective, the FoRB program requires the support of a highly specialised external consultant to develop a tailored training curriculum on mediation and non-violent communication for representatives of religious or belief communities and wider civil society (when applicable) in the OSCE region, including women’s civil society organizations, as well as State officials at the local level in OSCE participating States where conflicts exist that have a religious dimension.
The objective is to develop an outline for a tailored training curriculum for OSCE participating States in which there are conflicts or tensions that have a notable religious dimension, and which incorporates gender aspects and considerations on the role of women in supporting and facilitating interfaith/inter-religious dialogue.
To this end, ODIHR requires the services of an external expert with a unique and rare skillset, as the assignment requires knowledge and experience on the right to FoRB, in the field of mediation and non-violent communication, as well as extensive experience in training and capacity building.
Work on the curriculum as a whole will be divided into three phases:
- Phase 1: Development of an initial outline, to be reviewed at a consultation event (12 working days between April and June 2021);
- Phase 2: Development of a first draft, followed by ODIHR’s review and the second consultative event (tentatively 20 working days between July and September 2021);
- Phase 3: Review of the curriculum, final consultation and finalization of the tool (tentatively 10 working days between October and December 2021).
Once the deliverable of this contract (first phase) has been completed, reviewed and approved, project funds permitting, a new contract will be issued for the second and then for the third phase of the project, subject to successful performance and completion of the first phase.

Tasks and Responsibilities: |

Under the direct supervision of the Senior Adviser on FoRB and the Assistant Program Officer, the expert will develop an outline for a training curriculum for representatives of religious or belief communities and wider civil society (when applicable) in the OSCE region, including women’s civil society organizations, as well as State officials at the local level in OSCE participating States where conflicts exist that have a religious dimension.
The curriculum will:
- Set out the approaches, methods and tools the above-mentioned actors can utilise to create safe spaces for dialogue and mediation and peaceful resolution of conflict through non-violent communication and interfaith and interreligious dialogue;
- Elaborate on how to build the necessary skills to create and sustain such dialogue and mediation spaces;
- Contain a methodology to adjust the training curriculum to the specific challenges of OSCE participating States in conflict;
- Include gender aspects to identify the different challenges and needs of men and women, as well as the role of women in supporting and facilitating interfaith/inter-religious dialogue;
- Include case studies and instructions for rendering the training interactive and practical.
The primary target audience for the curriculum are those actors who will convene and facilitate the dialogues, but it should also include the necessary information for the participants in such initiatives.
At this initial phase, the consultant is expected to:
1. Conduct desk research to, in consultation with the Senior Adviser on FoRB and the Assistant Program Officer, determine the structure of the training curriculum -number and length of modules, main topics to be addressed, relevant case studies to be included, etc (four (4) working days).
2. Once the structure has been agreed upon, the consultant will draft a first version of the outline (four and a half (4.5) working days).
3. After the initial outline is completed, it will be reviewed in a consultation event with experts engaged by ODIHR (one and a half (1.5) working days).
4. The consultant, in coordination with the Senior Adviser on FoRB and the Assistant Program Officer, will then be tasked with incorporating this feedback to the initial outline and producing a final outline with consolidated feedback, in English language (two (2) working days).
Contact with OSCE missions and other relevant stakeholders will be facilitated whenever possible and necessary for the gathering of information.
ODIHR will provide the consultant with the relevant materials to help his/her task.
The Consultant will use her/his own computer and telecommunication equipment to complete these tasks during this assignment (no OSCE/ODIHR office space or equipment will be provided).

Necessary Qualifications: |

- Advanced university degree in law, political science, international relations or other disciplines related to human rights;
- At least 8 years of professional experience in human rights, including FoRB, and relevant international human rights law;
- Experience working in different cultural contexts across the OSCE region, and in conflict-affected areas;
- At least 6 years of experience working on mediation and non-violent communication;
- Proven experience in developing and applying interactive training techniques and conducting capacity building activities for various audiences;
- Proven experience working with religious or belief communities and civil society;
- Excellent command of the English language;
- Excellent drafting and oral presentation skills;
- Ability to work under time pressure and meet tight deadlines;
- Experience of working in a multilateral/multicultural environment;
- Excellent gender awareness and knowledge of gender mainstreaming;
- Excellent organizational skills and attention to detail.
