“Enhancing Cybersecurity and Transparency of Election Processes in Ukraine” Project
Background information
The OSCE Project Co-ordinator in Ukraine (the PCU) in co-operation with the Central Election Commission (the CEC) successfully implements the Project “Enhancing Cybersecurity and Transparency of Election Processes in Ukraine”, which contributes to the improvement of election tools. At present, in order to ensure uninterrupted functionality of the CEC, the PCU is looking for an Expert to explore the CEC’s needs and to prepare recommendations on installation of faultless power supply system.
Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to work from home. The assignment envisages visits of the CEC premises, when requested.
Task
In close consultation with the representatives of the CEC and the OSCE PCU Project team, the selected expert is expected to:
1. Explore CEC’s needs for faultless power supply of data processing centers and other computer equipment of the CEC;
2. Examine the market of reserve power supply devices (diesel generators); prepare technical specifications in Ukrainian for the competitive procurement and deployment of the CEC's faultless power supply system. The expert prepares specifications in the format of a table, provided by the OSCE. Specifications must be clear and comprehensive. They should not:
• unnecessarily restrict competition, as this would limit the number of potential bidders;
• contain characteristics specific to the products of one manufacturer only (unless technically justified);
• contain references to specific brands and models; if the reference to a specific manufacturer is unavoidable, it should be followed by the phrase "or equivalent", such an equivalent must be available;
• include references to preferred countries of origin.
Necessary Qualifications:
• university degree in energetics, engineering, natural sciences, information technologies or related fields;
• at least 2 years of professional experience in the field of power supply;
• substantial knowledge of the technical characteristics of reserve power supply devices;
• experience in drafting technical specifications for a bidding procedure would be an asset;
• experience of cooperation with government agencies and / or large companies will be an asset;
• excellent analytical and communication skills;
• Ukrainian language proficiency.
Remuneration Package:
According to the PCU consultancy fees guidelines.
