Expert on the development of Technical Regulation
“Improving Ukraine’s Regulatory System on Chemical Safety and Security” Project
Background information:
The OSCE Project Co-ordinator in Ukraine is currently implementing “Improving Ukraine’s Regulatory System on Chemical Safety and Security” project with a view to facilitate the development of the Ukrainian legislative framework to reduce potential risks of harm posed by the hazardous chemical substances to health of workers, consumers and the environment, as well as to prevent the unauthorized access to the toxic substances, especially to the dual-use chemicals. The Ministry of Economic Development and Trade of Ukraine is one of the beneficiaries of the project, especially involved in the development of Technical Regulation “On safe and secure management of chemical products”.
The National Technical Regulation is developed for the purpose of implementing the UN Globally Harmonized System of Classification and Labelling of Chemicals (GHS) into Ukrainian legislation and aligning with Regulation concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) EC 1907/2006 that will enhance the safety of production, handling and disposal, transportation and storage of any hazardous chemical substances in Ukraine. As a part of the first phase of the Project implementation, the experts conducted a comparative analysis of Ukrainian and international legislation in this area and developed the draft content and structure of the National Technical Regulations and “On safe and secure management of chemical products” and “On classification and labelling of hazardous chemical substances”. The results of this work were discussed at an Expert Meeting with the participation of representatives of the Ministry of Economic Development and Trade of Ukraine. For the purpose of further development of the Technical Regulation the OSCE PCU requires the service of the National subject matter Expert.
Please note that this is a consultancy assignment of approximately 40 working days. The consultant will be required to work from home with the ability to travel if necessary.
