Background    
     
   

Background: The Mission will further work on strengthening the inclusiveness and openness of municipalities through the project “Supporting the enhancement of good governance standards in Montenegro”. In doing so, the Mission will also put the emphasis on gender mainstreaming at the local level since good local governance must address gender equality and social inclusion. Gender equality is of utmost importance for the organization and the Mission is making efforts to strengthen the gender mainstreaming commitments at all levels. Between 2007 and 2015 the Mission and the Ministry of Human and Minority Rights (MoHMR) signed Memoranda of Understanding (MoUs) with all 23 Montenegrin municipalities to support the participation of women in public and political life of the country. This co-operation led to the establishment of the Municipal Gender Focal Point Network in 2013 and to numerous activities at the local level and will be further enhanced through specific activities, aiming both local and national level. As stated above, the Mission will offer a model of Local Action Plan for Gender Equality, offering it to the municipalities who lack capacities to develop this kind of document.

Objective: The model will be offered to municipal Gender Focal Points for finalization and adoption in their respective municipalities. The Mission will also support one northern municipality in order to finalize the document, in cooperation with the working group delegated by the municipality.

Deliverables:

  • A draft of local action plan for gender equality;
  • Deliver the two workshops for the members of the working group responsible for the finalization of the local action plan in the chosen municipality (around 15 participants)
  • Supporting the working group to finalize the text of local action plan for gender equality that would later enter the municipal procedure for its adoption

Prior to the drafting of the document and delivering the workshops the experts shall:

  • Attend the preparation meetings with representatives of OSCE Mission to Montenegro/Democratization Programme in order to agree on the content, deadlines and deliverables.
     
Tasks and Responsibilities    
     
    - Review existing LAPs for gender equality that are in force in 9 Montenegrin municipalities (Bar, Berane, Bijelo Polje, Cetinje, Kotor, Niksic, Pljevlja, Tivat and Ulcinj); - Develop a first draft model action plan in close co-ordination with the Mission and the Ministry for Human and Minority Rights, taking into consideration the obligations arising from the national legal framework and strategic documents for gender equality; - Ensure that the commitments defined by the model are in line with functioning of the municipal authorities; - Ensure that the international standards and principles for gender equality are included in the draft document; - Deliver two workshops in one northern municipality in order to support the municipal working group to finalize the model and enter the municipal procedure for adoption; - Prepare the material for two workshops (power point presentations, hand-outs and agenda) in close co-operation with the Mission; - Deliver the two workshops for the members of the working group responsible for the finalization of the local action plan in the chosen municipality (around 15 participants). The workshops will take place in one northern municipality during the period of assignment; - Deliver a final text of the model that includes the inputs provided during the workshops by the relevant stakeholders.
     
Necessary Qualifications    
     
   
  • University degree in relevant field;
  • More than 10 years of professional experience in the field of gender equality and/or human rights;
  • Previous experience in working with the municipal representatives;
  •  Previous experience in drafting similar documents and delivering workshops;
  • Demonstrated ability to work in a multicultural environment with demanding deadlines;
  •  Previous cooperation with international organizations would be considered an advantage.
