Background    
     
   

The OSCE Programme Office in Bishkek (POiB) is seeking experienced consultant in the area of border security, border management, border management structures and mechanisms with a focus on Central Asian region. A National Border Security and Management Concept (hereinafter-Concept) of the Kyrgyz Republic as part of the National Security Concept formulates main interests of the host State and aimed at enhancing border management and security. This purpose shall be achieved, inter-alia, by implementing targeted and designed measures at the doctrine level, as well as the normative and institutional level, through the improvement of capacities.

Objective:

Development of the conceptual design of Concept and methodological framework for identifying priorities of border policy of the Kyrgyz Republic.

     
Tasks and Responsibilities    
     
   
  1. Assistance in the development of Kyrgyz Republic National Border Security and Management Concept (Concept):
  2. Identification of document structure;
  3. Analysis of the current border management and security situation;
  4. Fundamental challenges and problems on border management and security of the Kyrgyz Republic;
  5. Assistance in organization of a Roundtable , working, co-ordination meetings with representatives of state bodies in order to develop proposals for inclusion in the draft Concept;
  6. Assistance in the development of Concept, its preliminary co-ordination with relevant state bodies, as well as settlement of conflicts between state bodies;
  7. Preparation of an appropriate draft decision of the Government of the Kyrgyz Republic on approval of the Concept;
  8. Preparation of a justification note for a draft decision of the Government of the Kyrgyz Republic on approval of the Concept;
  9. Assistance in the promotion of the draft Concept during the interagency co-ordination;
  10. Assistance in organizing and conducting the presentation of the Concept after its approval for state bodies and potential donors;
  11. Development of an Action plan for implementation of the Concept.

Necessary Qualifications    
     
   
  • University degree in Political or Social Sciences, International relations, Border Security and Management, and Security Studies;
  • Citizenship of the Kyrgyz Republic;
  • A minimum of 10 years relevant professional experience in security sector with the focus on border management and security;
  • Knowledge of international best practices and standards, particularly, but not exclusively, the OSCE and UN best practice guides in the field of border management and security;
  • Excellent knowledge and understanding of current situation in Kyrgyzstan and in Central Asian region;
  • Good knowledge of procedures within state agencies involved in border security;
  • Proven ability to successfully interact and establish working relationships with government officials;
  • High degree of interpersonal skills and working in multi-cultural environments is desirable;
  • Prior work experience with international organization is an advantage;
  • Knowledge of Russian is mandatory, knowledge of Kyrgyz is desirable;
  • Experience in similar assignments is an advantage.

Remuneration Package    
     
    Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
